On March 24, 2022, the Verkhovna Rada approved bill No. 7132 on amendments to certain legislative acts of Ukraine in the field of education. The law simplifies the external independent evaluation (ZNO), Unified Entrance Examination (UEE), and Unified Professional Entrance Examination (UPEE) in 2022, as well as abolishes DPA. At the same time, admission to higher education institutions this year is not canceled but will take place under a simplified mechanism without using the results of ZNO, UEE, and UPEE.
"The state, first of all, has expressed confidence in teachers, who this academic year will give students final grades without the passing DPA. The main thing for us is to ensure the maximum safety of participants in the educational process. Unfortunately, this means that it is impossible to conduct an external independent evaluation in the traditional format in 2022. Access to higher, professional, and vocational education for all citizens of Ukraine, regardless of their location, is our highest priority," – notes Serhii Shkarlet.
The Minister also stressed that digitization will create the safest conditions for participants in the admission campaign, and security protocols will be followed as much as possible during offline procedures.
Serhii Shkarlet pointed out that educational institutions should make every effort to ensure that the admission campaign is held on the basis of integrity, and the aspirations of the entrants are realized on the basis of maximum transparency.
Currently, the Ministry of Education and Science, together with the Verkhovna Rada Committee on Education, Science and Innovation, educators, experts, and parents, is working on the final admission mechanism in 2022. Its development is in the final stages, and it will be presented soon.
Earlier, the Government approved amendments to the Procedure for awarding and revoking the decision to award the degree of Doctor of Philosophy.
