Hostilities caused by Russia’s full-scale invasion have engulfed much of Ukraine and made it impossible to carry out educational activities in many higher education institutions as well as research ones. In particular, it is impossible or difficult to conduct certification of candidates for the degree of Doctor of Philosophy and comply with the terms of such certification. Amendments to the Procedure are due to the need to regulate the procedure for certification of candidates for the degree of Doctor of Philosophy under martial law.
“Given the conditions of wartime, in order to protect the rights and legitimate interests of PhD students, to enable the restoration of educational and scientific infrastructure after Ukraine’s victory over the ruscist invaders, it is suggested not to take into account the period of martial law and the next three months after its completion,” – informed the Ministry of Education and Science of Ukraine.
It should be recalled that the heads of professional and higher education institutions are allowed to independently determine the forms of students’ attestation in 2022, and the Ministry of Education and Science has developed a Procedure for recognizing learning outcomes obtained through non-formal and/or informal education in the formal education system.
