The Ministry of Education and Science initiates an issue of limiting Russia’s participation in all EU instruments for scientific and innovation cooperation

In connection with Russia’s aggression and invasion of Ukraine, the Ministry of Education and Science of Ukraine asked the Ministry of Foreign Affairs to raise the issue of Russia’s exclusion from international organizations and limit the possibility of participating in all possible EU instruments for scientific and innovation cooperation.

Namely:

  • Intergovernmental Oceanographic Commission of UNESCO;
  • Secretariat of the Antarctic Treaty (ATS);
  • Scientific Committee on Antarctic Research (SCAR);
  • Council of Managers of National Antarctic Program (COMNAP);
  • International Centre for Black Sea Studies (ICBSS);
  • CERN;
  • Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR).

Also limiting the possibility of the Russian Federation participation in all EU instruments for scientific and innovation cooperation:

  • Horizon Europe;
  • Euratom;
  • Common maritime agenda for the Black Sea;
  • Interreg;
  • European Research Coordination Agency (EUREKA).

“Our state is forced to take all possible steps to protect the freedom, territory and citizens of Ukraine. This also applies to scientific activities. The Ministry of Education and Science asks to limit the possibility of the Russian Federation participation in all possible EU instruments for scientific and innovation cooperation,” – pointed out Deputy Minister for European Integration Oleksii Shkuratov.

In addition, the Ministry of Education and Science asks to pay attention to Ukraine’s membership in the International Center for Scientific and Technical Information (ICSTI) and the Joint Institute for Nuclear Research (JINR). Both international intergovernmental organizations are located on the territory of the Russian Federation. The Ministry of Education and Science of Ukraine considers Ukraine’s membership in these organizations inexpedient.

It should be recalled that the Minister of Education and Science addressed the Bologna Follow-Up Group and key structures of the European Higher Education Area.
