In the face of full-scale Russian aggression, the entire democratic world has united and is supporting Ukraine. The scientific community of our state also needs the full support and solidarity of the world scientific community. The maximum restriction of the use of information in the field of science and technology by the Russian Federation, its institutions and citizens will be an appropriate response to the use of tanks and missiles against our country.
The Ministry of Education and Science appealed to Clarivate and Elsevier, which own the largest abstract, bibliographic databases, Web of Science and Scopus, with an appeal:
"These measures are quite justified and logical, given that Russian science is used by their authorities for aggressive purposes, for criminal propaganda, and also works to strengthen the military-industrial potential of a state that openly threatens the world with nuclear weapons," – said the Deputy Minister for European Integration Oleksii Shkuratov.
- to completely stop cooperation with the Russian Federation, deprive Russian institutions, as well as institutions established since 2014 in the temporarily occupied territories of Ukraine, access to Web of Science, Scopus and all other electronic databases and tools owned by companies;
- to terminate cooperation with citizens of the Russian Federation working in companies and their representative offices;
- to stop indexing with abstract, bibliographic databases of Web of Science and Scopus journals published by Russian institutions, as well as institutions operating in the temporarily occupied territories of Ukraine;
- to stop carrying out training and other actions intended for scientists from the Russian Federation by the companies;
- to cease the existence of the Russian Science Citation Index (RSCI) as a separate index of the Web of Science platform.
Taking into account the assistance of the Belarusian authorities to Russia's attack on Ukraine, the Ministry of Education and Science also noted the expediency of suspending cooperation with the Republic of Belarus and depriving Belarusian institutions of access to all electronic databases owned by Clarivate and Elsevier.
Oleksii Shkuratov noted that Ukraine believes in a democratic world that cannot remain indifferent, but will support our state with real actions.
On the evening of March 2, Clarivate announced on its official Facebook page its decision to allocate $100,000 to help Ukraine.
The Ministry of Education and Science is grateful for this step and support for Ukraine. At the same time, the Ministry emphasizes the insufficiency of such measures and notes the need to stop cooperation with both companies with the Russian Federation, its scientists and institutions.
The Ukrainian scientific community is waiting for appropriate measures, as evidenced by the numerous appeals of Ukrainian institutions and organizations to both companies with such requests.
It should be recalled that the Ministry of Education and Science has initiated an issue to limit Russia's participation in all EU instruments for scientific and innovation cooperation.
