Admission requirements

To be admitted to the educational institution (National University «Yuri Kondratyuk Poltava Polytechnic») a foreigner must submit the following documents:

1) original and copy of the invitation letter to study at National University «Yuri Kondratyuk Poltava Polytechnic» (or original letter non-objection letter of other educational institution of Ukraine, inviting a foreigner to for study in Ukraine);

2) standard questionnaire (filled in at the University);

3) standard application form (filled in at the University);

4) valid international passport with type "D" visa and three copies of all filled the passport pages;

5) notarized Ukrainian translation of the international passport (original and three copies);

6) original and certificate on the complete secondary education (or on basic higher education) together with the transcripts;

7) notarized translation at the education certificate and the transcripts (original and copy);

8) foreign students foundation course certificate (if any), issued by a higher education institution of Ukraine;

9) original birth certificate and it’s notarized translation (original and copy);

10) medical health declaration, certified by the official health authority of the country the foreigner came from and issued no later than two months before his/her departure to Ukraine for studying;

11) medical health declaration of HIV infection and AIDS absence, certified by the official health authority of the country the foreigner came from and issued no later than two months before his/her departure to Ukraine for studying;

12) contract of voluntary medical insurance offered to foreigners temporarily staying in Ukraine;

13) contract  of  liability insurance  for  reimbursement expenses connected with a foreign citizen's deportation from Ukraine;

14) return-ticket copy with an open date of departure;

15) 12 photos sized 35 x 45 mm;

16) foreign Ukrainian's certificate copy (if any).


Education and science, as the main achievements of civilization, are beyond this limit, so Ukraine and the whole civilized world are making step-by-step irreversible decisions to completely terminate all relations and cooperation with the aggressor country, including in education and science.

In accordance with the resolution of the Cabinet of Ministers of Ukraine of March 24, 2022 "On the denunciation of the Agreements in the field of education and science with the Russian Federation", the following documents were terminated:

– Agreement between the Government of Ukraine and the Government of the Russian Federation on Cooperation in the Field of Culture, Science and Education, done at Moscow on July 26, 1995;

– Agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on Mutual Recognition and Equivalence of Documents on Education and Academic Titles, done in Moscow on May 26, 2000;

– Agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on cooperation in the field of attestation of scientific and scientific-pedagogical staff of the highest qualification, made in Kharkiv on June 21, 2002.

Thus, there are no legal grounds for cooperation between Ukraine and the aggressor country in the field of culture, education and science, mutual recognition of educational documents and academic titles issued and awarded by the Russian Federation, certification of scientific and scientific-pedagogical staff as well as prospects for cooperation within the framework of bilateral agreements;


To organize remote enrolment of foreign citizens for higher education, the educational institution enters into an agreement with a partner organization that is a resident of the country of origin of the prospective students.

– The subject of the agreement should be the provision of services in personal identification, verification of entrants’ original documents, organization of application reception for entrants in electronic form, provision of premises and technical means for consultations and entrance examinations by higher education institutions in remote format.

Ukrainian educational institutions can conclude agreements with organizations that meet the following requirements:

– Compliance of the premises area for remote submission of documents, consultations and entrance tests with the established norms of quarantine restrictions in the country where recruitment is carried out;

– Providing entrants with personal protective equipment;

– Ensuring the procedure of entrants’ identification using facial recognition technologies, which includes verification of personal data (surname, patronymic (if available)), biometric data and their verification with the official (state) database;

– Ensuring control of compliance with the requirements of integrity during the entrance exam for foreigners;

– Providing a place to store the entrants' phones, tablets and other electronic devices confiscated during the entrance examination;

– Providing a device for suppressing cellular and Internet networks;

– Ensuring video surveillance around the perimeter of the auditorium where the entrance exam for foreigners takes place by installing at least two video cameras;

– Providing technical equipment for video communication with the examination commission of the educational institution in real time (computer, video camera, microphone, TV or projector with a screen);

– Presence in the auditorium of at least two employees to monitor compliance with the requirements of academic integrity and technical support during the entrance exam for foreigners;

– Providing all entrants with individual computers connected to the online platform of the institution, which will be used to hold the entrance exam for foreigners;

– Providing consultations and trainings before the entrance exam for foreigners so they can get acquainted with its rules in the remote form and the use of the online platform;

– Ensuring video recordings of the entrance exams, transfer of video materials to the educational institution through the online platform, storage of information and video materials after the entrance exam for foreigners for five years at the partner organization.


On April 9, 2022, the Cabinet of Ministers of Ukraine decided to terminate international agreements in the field of education and science with the Republic of Belarus. In particular, the following international documents were denounced:

– Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus on mutual recognition and equivalence of documents on education and academic titles;

– Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus on cooperation in the field of certification of scientific and scientific-pedagogical staff of the highest qualification;

– Agreement between the Government of Ukraine and the Government of the Republic of Belarus on cooperation in science and technology.

The support of the unprecedented large-scale war of the Russian Federation against Ukraine by the Republic of Belarus makes it impossible for these and any other agreements with the allies of the enemy of our state and the entire civilized world to take effect.
