Consular legalization of official documents

Consular legalization of official documents is a procedure of confirming the authenticity of the originals of official documents or certifying the authenticity of signatures of officials authorized to certify signatures on documents, as well as the validity of imprints of stamps, seals, which are attached to the document. The consul is not responsible for the content of the document.

Legalization of the document in the prescribed manner gives it the right to exist in international circulation.

Not subject to legalization:

  • documents and acts that contradict the legislation of Ukraine or may in their content harm the interests of Ukraine, or contain information that defames the honor and dignity of citizens;
  • originals, copies and photocopies of passports, military tickets, work books, correspondence documents, weapons permits, vehicle registration certificates (technical passports), driver's licenses, identity cards, regulations and explanations regarding their application;
  • documents issued by bodies and officials in excess of their authority.

In case of doubt that the submitted documents comply with the laws of Ukraine or the host country, the consular officer has the right to apply to the competent authorities of the relevant state or to the relevant authorities in Ukraine for an official explanation.

When submitting official documents for consular legalization:

  • individuals submit an identity document and an application for consular legalization;
  • legal entities submit a letter of appeal for consular legalization.

The consular fee is charged for consular legalization.

The originals of documents on education of the international standard are legalized accompanied by the letter-address of the higher educational institution which has issued the documents certified in the ministry which supervises the corresponding educational institution;

Once legalized in the Consular Section, official documents must be certified by the diplomatic mission of the country where they will be used.

The Department of Consular Service legalizes official documents, except for commercial documents, drawn up and certified on the territory of foreign states by public authorities authorized to confirm their validity, and intended for use in Ukraine subject to certification by the Ministry of Foreign Affairs and its diplomatic mission in Ukraine. in the prescribed manner.

Importantly:

Consular fees for legalization on normal procedure (5 working days or more) shall be paid directly in the bank office located in the Ministry of Foreign Affairs of Ukraine, upon documents subjects to legalization have been handed in:

  • 150 UAH for documents of private persons;
  • 4500 UAH for documents of legal entities.

In case of legalization on urgent procedure (up to 5 working days) the double consular fee is to be paid.

Tariffs for consular fees are set in accordance with the Regulations on Consular Fees of Ukraine.
