National University “Yuri Kondratyuk Poltava Polytechnic” has joined the digital document management program and the e-passport implementation project by participation in the “Diia.QR” program.
“Since the law entrenches the right of Ukrainian citizens to use e-passports and e-passports for travel abroad together with a unique electronic identifier (QR-code, barcode and digital code) in the same cases where the law provides for the submission and use of paper copies of passports of citizen of Ukraine and a passport of a citizen of Ukraine for travel abroad, the appropriate infrastructure must be created. A powerful innovative university with excellent material and technical base was one of the first to implement such projects and participate in the gradual digitalization of various spheres of human life. Poltava Regional State Administration is actively developing the digital infrastructure of the region and ensures the implementation of national projects. In recent years, Poltava Polytechnic has successfully implemented the concept of “e-university”, many services and departments now work in a “paperless” mode, and many services have been digitized and transferred online. In accordance with the Law of Ukraine of March 30, 2021 №1368 – IX “On Amendments to the Law of Ukraine “On the Unified State Demographic Register and documents proving citizenship of Ukraine, identity or special status” the right of citizens of Ukraine to use e-passport and e-passport for travel abroad together with a unique electronic identifier (QR code, bar code and digital code) became entrenched. Citizens of Ukraine have the opportunity to send electronic copies of these documents using the mobile application “Diia”. According to paragraph 4 of Section I of the Law of Ukraine, electronic versions of e-passports and e-passports for travel abroad may be submitted and used in the same cases where the law provides for the submission and use of paper copies of passports of Ukrainian citizens and passports of Ukrainian citizens for travel abroad.
Diia.QR is an individual QR code through which organizations can receive digital copies of documents immediately by e-mail. It is enough to print it out and install it in the places of interaction with the user. This functionality is designed for small and medium-sized businesses, as well as state institutions and local self-governments.
How “Diia.QR” works:
- put a QR-code in the places of contact with visitors;
- the visitor scans the QR code to send a copy of the digital document (it is recommended to use the QR code scanner in the mobile app “Diia”);
- the visitor confirms the transfer of personal data in the app. “Diia” will automatically generate a draft letter with copies of digital documents and the address of the recipient;
- the visitor clicks “Send” in his e-mail client, thus, sending a copy of the digital document to the e-mail address of the relevant subdivision, department or division of the university.
This algorithm will be used at the university, for example, when applying for references, issuing a reader’s ticket or settling in a dormitory.
