Entry-2023: government approves proposal of the Ministry of Education and Science to submit to the VRU for consideration a draft on amendments to laws on education

On November 25, 2022, the Cabinet of Ministers of Ukraine approved a proposal to submit to the Verkhovna Rada of Ukraine the draft Law “On Amendments to Certain Laws of Ukraine Regarding the State Final Attestation and Admission Campaign of 2023” for consideration.

This document provides for amendments to the laws of Ukraine “On Higher Education”, “On Professional Education” and “On Full General Secondary Education”, which regulate the issue of completing the academic year in the system of general secondary education and conducting an admission campaign to institutions of higher and professional education.

The Ministry of Education and Science of Ukraine initiated consideration of this draft law, taking into account the difficult security situation during the 2023 admission campaign, considering this year’s successful experience.

This draft law proposes to abandon the state final certification of those who have completed general secondary education.

Normative and legal regulation of admission to higher and professional education is expected to be implemented without complying with the requirements of the relevant profile laws. The adoption of such a law will enable the replacement of the traditional external independent evaluation (ZNO) with a national multi-subject test (NMT), which will be improved by taking into account the experience gained in 2022. This will make it possible to ensure the necessary security conditions through the use of modern high-tech solutions and to maintain public trust in conducting the admission campaign.
