Traditionally, the multidisciplinary classical National University “Yuri Kondratyuk Poltava Polytechnic” has become a large-scale platform for holding practice-oriented and professional events with the involvement of specialists and reputable experts in different fields.
During 30 January 30 – 1 February, 2024, a three-day seminar on financial investigations for law enforcement representatives was held at the state-of-the-art facilities of Poltava Polytechnic, organized with the full support of the European Union Advisory Mission for Civilian Security Sector Reform in Ukraine (EUAM Ukraine) and the personal support of Rector of Poltava Polytechnic, Doctor of Economics, Professor Volodymyr Onyshchenko.
























Due to the introduction of martial law and active hostilities in our country, the professional event is held in a mixed format, which did not prevent scientists, students of Poltava Polytechnic and practitioners from joining the discussions, exchanging their experience and their own developments. Useful practical events were shared with the audience by professionals in the field of financial investigations and crimes related to the use of crypto currencies, who spoke about the most important moments in conducting such investigations.

The seminar covers various strategic topics that will help law enforcement officers to raise their awareness of the methods and tools of financial investigations, to learn the peculiarities of investigating financial crimes such as fraud, money laundering, tax evasion, to master the skills of analysing financial documents, tracking cash flows, detecting hidden assets, to learn how to use databases and other sources of information effectively during financial investigations, to study international experience in the field of financial crime. The seminar was moderated by Andrii Baran, EUAM Senior Adviser in Ukraine, who elaborated on the strategic objectives of holding a series of such events for law enforcement officials and noted the importance of higher education institutions’ participation in the reforms taking place in Ukraine.

One of the educational programs in the Finance, Banking, Insurance and Financial Markets major offered at your university is, in our opinion, the prestigious “Financial and Economic Security Management” program, so it is extremely important that we can now organize a seminar on financial investigations. We will have the opportunity to substantively discuss the topic of the event, exchange knowledge, and define strategic goals for the future. During the first day, practical cases were shared with the attendees by Moody’s Analytics Matus Levotsky, who spoke about the priority areas of activity of the ORBIS company, expert of the Bureau of Economic Security of Ukraine Anna Titko, employee of the National Police of Ukraine Dmytro Stoiarenko, and representative of the EUAM Ukraine Lars Stjarnfaldt, who spoke to the attendees about the peculiarities of combating tax fraud and tax evasion when crossing the border.




























“At present, assistance in the fight against crime and support in financial investigations is one of the priorities of EUAM Ukraine. In this regard, and in cooperation with our partners, we are organizing a seminar on financial investigations and crimes related to the use of crypto currencies for experts from the Bureau of Economic Security of Ukraine (BEU), the National Police of Ukraine (NPU), the State Bureau of Investigation (SBI), the Security Service of Ukraine (SSU), the Assets Tracing and Management Agency (ARMA) and the State Financial Monitoring Service of Ukraine (SFMS),” – emphasised Rolf Holmboe, Head of EUAM Ukraine Mission.
The following day, ARMA experts presented effective cases of the Agency’s activities in the Assets Tracing and Management Agency. Vitalii Chubaievskyi presented a report on “The Role of ARMA in Investigating Financial Crimes Related to Cryptocurrency.” In addition to Vitalii Chubaievskyi, the Agency was represented by the head of the ARMA department, Serhii Bielov.
























During the seminar, law enforcement officers and students learned about the specifics of crypto currency and OSINT investigations, strategies for combating tax fraud and tax evasion when crossing the border. Participants also focused on the need to improve interdepartmental cooperation in the area of recovering assets obtained through criminal means.
The training concluded with the awarding of certificates by EUAM Ukraine Senior Advisor Andrii Baran and Rector of Poltava Polytechnic University, Professor Volodymyr Onyshchenko.














It should be recalled that specialists from the TISC Head Office held a workshop for scientists of the Polytechnic on the protection and commercialization of intellectual property rights, scientists of the Department of Finance, Banking and Taxation and stakeholders discussed the features of training professionals in the field of financial and economic security management, a seminar for computer science teachers dedicated to working with gifted children was held at Poltava Polytechnic, the first graduation of veteran assistants in the Poltava region was held at the Polytechnic, and court guards recognized the Polytechnic team for professional skills and effective cooperation.
