Government approved the Procedure for awarding and revoking the decision on awarding the degree of Doctor of Philosophy, which provides for expanding the autonomy of higher education institutions and research institutions in terms of higher qualifications attestation, responsibility of these institutions and subjects of attestation. The relevant resolution of January 12, 2022 was published on the official government portal.
The approved Procedure sets the requirements for the submitted candidates among those receiving higher education and regulates the issues of financial and organizational support for the certification of applicants for the degree of Doctor of Philosophy:
- formation of a one-time specialized academic council by a higher education institution or research institution;
- scientific qualification level of the applicant for the degree of Doctor of Philosophy;
- procedures for submitting a dissertation for defence;
- conducting the defence of the dissertation and awarding a scientific degree;
- determining the grounds for revoking the decision of the one-time specialized academic council to award the degree of Doctor of Philosophy in case of violation of academic integrity or the procedure established by law for the dissertation defence.
Attestation of applicants for Doctor of Philosophy degree by specialized scientific councils established by the Ministry of Education and Science until December 31, 2021 with the right to accept for consideration and conduct a one-time defense of the dissertation of a person obtaining a PhD, is carried out in the manner prescribed by the Cabinet of Ministers of March 6, 2019 №167 “On awarding the degree of Doctor of Philosophy”.
Earlier, Polytechnic scientist successfully defended her dissertation for the degree of Doctor of Philosophy, Ministry of Education and Science of Ukraine announced the launch of the “Science and Business” platform, National Research Council of the Spanish Ministry of Science and Innovation published an international ranking of world universities Ranking Web of Universities (Webometrics) of January 2022 – Poltava Polytechnic is a leader in the region.
