The Ministry of Education and Science of Ukraine together with the Ministry of Education, Science and Sports of the Republic of Lithuania and the Research Council of Lithuania announce the competition for joint Ukrainian-Lithuanian research projects to be implemented in 2024-2025.
Priority areas are:
- Energy and energy efficiency;
- Defense technologies;
- Ecology and rational nature management;
- Life sciences, new technologies for the treatment and prevention of the most common diseases, research in the field of biotechnology, bioengineering and genetics;
- New substances and materials;
- Information and new production technologies (laser, precision, mechatronic, robotic, plasma, optoelectronic, sensor, etc.);
- Priority problems in the field of social sciences and humanities.
The competition is open to any research groups of Ukrainian institutions of higher education, scientific institutions, enterprises, the charter of which indicates the activities of conducting scientific research, and research groups of Lithuanian institutions.
Application submission
To participate in the competition, one needs to submit the following documents.
- Cover Letter. Requirements: on the form of the applicant institution, addressed to the Deputy Minister of Education and Science of Ukraine for European Integration Oleksii Shkuratov, text in arbitrary form indicating the name of the joint project, priority area, names and surnames of Ukrainian and Lithuanian academic supervisors, a list of attachments. It must be noted that research on the topic of the project is not financed from the state budget within the framework of other competitions.
- Application form for participation in the competition. Requirements: bilingual (completed consecutively in Ukrainian and English in one file). Requirements for all points of the application are given in the application file.
- Confirmation letter from the Lithuanian project manager partner. Requirements: on the form of the partner institution, addressed to the head of the applicant institution, a text in an arbitrary form indicating the name of the joint project, which must coincide with the name of the project in the application form, the names and surnames of the Lithuanian and Ukrainian academic supervisors.
- Certificate of examination for the open publication of materials on the topic of the project. Requirements: the expert commission of the institution approves the conclusion, in which it is noted that the project proposal materials do not contain information prohibited for open publication, the text is in an arbitrary form.
- CV of the Ukrainian and Lithuanian scientific leaders of the project. Requirements: the CV of a manager from Ukraine is drawn up in two languages – Ukrainian and English, the CV of a manager from Lithuania is sufficient only in English.
- Fill out the Google form, to which it is mandatory to add the completed application in *.doc and *.pdf formats. It is better to fill out the Google form after preparing all the specified documents.
Due to martial law, the specified documents are submitted by the contestant in electronic form (scanned copies of the originals in *.pdf format) to the email address: oksana.lov2104@gmail.com. All the documents listed in the requirements are sent in one letter with the corresponding name of the letter. The submission deadline is May 3, 2023 (until 5:00 p.m.).
The participant of the competition, recognized as the winner according to the results of the competition, is obliged to submit the original documents in paper form.
The organizers will consider only those applications that are completed in accordance with the specified requirements and were sent on time.
The stages of selection are:
- verification of documents for compliance with the requirements of the competition;
- transfer of applications for scientific examination;
- conducting scientific examinations in parallel in both countries;
- ranking the list of projects according to the results of scientific examinations of both parties;
- selection and approval at the meeting of the bilateral Ukrainian-Lithuanian Commission of the 10-12 highest-rated research projects for financing;
- placing information about the winners of the competition on the website of the Ministry of Education and Culture of Ukraine.
Project evaluation criteria are:
- scientific relevance, quality and originality of the project;
- the possibility of conducting joint research and the adequacy of the scientific method and approach;
- the ability and competence of temporary research teams to implement the project;
- experience of participation in international projects and the prospect of developing international cooperation;
- infrastructure quality of institutions participating in the project;
- participation in the project of young scientists under the age of 35 inclusive (as a recommendation);
- possibilities of practical use of the project results.
Intellectual Property
Scientists on the Ukrainian side, in particular project managers, must take all necessary measures to protect the scientific, technical and industrial values that belong to them, as well as intellectual property rights. The main attention will be paid to ensuring that there is no unplanned transfer of Ukrainian technologies to other countries within the cooperation framework.
Financing
The project proposal should be designed for 2 years. Funding is allocated for each year separately. The relevant contracts for the implementation of research works are concluded with the executors (after approval of the budget for the relevant year). The decision to extend funding next year is made after reviewing the report for the previous period.
The Ministry finances the expenses of Ukrainian scientists during their visit to the Republic of Lithuania, namely: travel, accommodation, per diem, visa if necessary and medical insurance (the amount of daily expenses and the maximum amount of expenses for renting an accommodation per day are calculated in accordance with the Decree of the Cabinet of Ministers of Ukraine dated February 2, 2011 No. 98).
Financial support also includes the wages of Ukrainian participants in research work. In addition, the contracts for the implementation (transfer) of research works between the Ministry of Education and Science and the implementing institutions provide for expenditure items for the purchase of materials and for overhead costs to support organizations where research works are carried out.
Visits of Lithuanian colleagues are provided at the expense of the Lithuanian side.
Ukrainian partners can be hired (including remotely) in Lithuanian institutions on the terms and conditions agreed upon between the partners. In such cases, the salary for the hired Ukrainian researcher will be covered by the budget of the Lithuanian partner institution.
The expenses of Ukrainian partners for participation in conferences and seminars in Lithuania can also be covered by the budget of the Lithuanian partner institution.
Additional Information
The same person can be the scientific supervisor of only one project proposal submitted to the competition.
Candidates for participation in the competition from the Ukrainian side should make sure that their Lithuanian partners have submitted an appropriate application to the Research Council of Lithuania.
Information about the winners of the competition will be published on the website of the Ministry of Education and Science of Ukraine in the section "Science" → "European and Euro-Atlantic integration" → "Bilateral scientific competitions" → "Competition results".
Only the winners of the competition will be informed by e-mail to the e-mail address specified in the application about further steps.
