Poltava Polytechnic signs a Memorandum of Cooperation with the Commissioner for Human Rights of the Verkhovna Rada of Ukraine

National University “Yuri Kondratyuk Poltava Polytechnic” became the first higher education institution to sign a Memorandum of Cooperation with the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets. As part of the working visit to Poltava, the Ombudsman met with the leaders and academic staff of the university and discussed priority directions for further partnership.

National University “Yuri Kondratyuk Poltava Polytechnic” became the platform for holding a working meeting of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Valeriiovych Lubinets with the leaders of the Poltava region, representatives of territorial communities, law enforcement agencies and internally displaced persons.

As part of a working visit to Poltava on May 24, 2023, during the solemn meeting of the Academic Council of the National University “Yuri Kondratyuk Poltava Polytechnic”, Ombudsman Dmytro Valeriiovych Lubinets signed a Memorandum on cooperation with Poltava Polytechnic.

“For me, this is the first experience when I came to the region and immediately agreed to the proposal of the head of the higher education institution to sign the Memorandum. I’ll be honest, firstly, his personal charisma probably worked, secondly, I saw the true level of the National University, thirdly, this is a truly higher educational institution – an island of science, development and innovation.

Young energy was felt at every stage of today’s events, I felt support both from Volodymyr Oleksandrovych personally and from the students of the university. It was clear that they do care, they really sincerely welcome what is happening within the walls of their institution, and this is the most important thing.

I personally would like to sincerely thank you, because I am happy that there is such a higher education institution of European level in the Poltava region. Not every metropolitan university can boast of such a serious material and technical base and the level of practical training of its graduates. Trust me, I have something to compare with, since I have studied at three leading universities.

I am convinced that we are all ready to get involved in the work immediately, for me personally each Memorandum is a basis for effective joint activity. Our Secretariat is ready to immediately send students to us for internships, we are ready to consider candidates for vacant positions in our state institution.

I am sincerely grateful for your conscientious work, for teaching and educating the future of our country. We are absolutely open and ready to support any initiative of yours!” – emphasized Dmytro Valeriiovych Lubinets.

In the presence of members of the Academic Council and representatives of the Ombudsman’s team, the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmytro Valeriiovych Lubinets and the rector of the National University “Yuri Kondratyuk Poltava Polytechnic” Volodymyr Oleksandrovych Onyshchenko solemnly signed the Memorandum of Cooperation.

“It is extremely gratifying that the Human Rights Commissioner of the Verkhovna Rada of Ukraine is today at the National University “Yuri Kondratyuk Poltava Polytechnic”. We have signed a Memorandum of Cooperation, which will primarily involve joining efforts to protect constitutional human rights, and this applies, in particular, to all participants in the educational process as well as internally displaced persons.

The cooperation agreement provides for the involvement of scientific and pedagogical staff of our university in the expert evaluation of regulatory and legal documents produced by the Verkhovna Rada of Ukraine. On the basis of the university, it is planned to improve the qualifications and train employees of territorial communities in relation to constitutional human rights and freedoms.

I am proud to state the fact that the Gender Centre has been established and is effectively operating on the basis of the university for several months now. The purpose of it is to protect the interests and equal rights of women and men, and I am sure that such a combination of efforts will have a synergistic effect. The university also has an effective Legal Clinic at the Department of Public Management, Administration and Law, in this way we will develop regulatory documents, qualitatively comply with the provisions of the Constitution of Ukraine and contribute to the protection of the interests of the citizens of Ukraine, which is extremely important in the conditions of martial law,” – said the Rector Volodymyr Oleksandrovych Onyshchenko.

“Signing the Memorandum is a necessary legal procedure, which, according to legal regulations, summarizes the work we have done. I am sure that in the future we will receive expert support and professional development of our employees. For our part, we are ready to join this work and I am sure that in the future it will become a guarantee of new scientific developments that will be worked out within the walls of this excellent, well-known educational institution.

The memorandum provides for cooperation when we, as a state institution, need expert support. I am convinced that the experience of the Poltava Polytechnic teachers will help us, and it is thanks to their support that we will act as initiators and drivers of changes in the current legislation of Ukraine,” – noted Dmytro Valeriiovych Lubinets.

The purpose of the Memorandum is to coordinate efforts in the field of development and implementation of scientifically based mechanisms for ensuring and protecting human and citizen rights and freedoms.

The agreement provides for: the interaction of the parties in the process of conducting scientific research aimed at improving regulatory and legal regulation in the field of implementation and protection of human and citizen rights and freedoms, in the process of developing, implementing and improving educational programs (curriculum disciplines) regarding human and citizen rights and freedoms; organising and holding joint events on the basis of the Poltava Polytechnic Gender Centre, aimed at ensuring the rights of citizens, increasing the level of legal awareness of citizens regarding the protection of their rights; development and implementation of joint projects to improve the qualifications of relevant officials on the basis of the Poltava Polytechnic Gender Centre, aimed at strengthening guarantees of human rights and freedoms; involving university specialists in the preparation of annual and special reports of the Commissioner; organization of internships of university students in the Secretariat of the Commissioner, etc.

Poltava Polytechnic recently signed a trilateral Memorandum on joint activities with Dnipro and Zaporizhzhia Polytechnics.

Earlier, the university signed a Memorandum of Cooperation with the Poltava Regional Employment Center, the Scientific and Research Institute of Providing Legal Framework for the Innovative Development of National Academy of Legal Sciences of Ukraine, and the Kharkiv IT cluster.
