The participants of the Working Group were divided into 13 subgroups to organize effective cooperation of specialists during the development of the project. The Head of the Council of Rectors of Higher Education Institutions of Poltava Region, Rector of National University “Yuri Kondratyuk Poltava Polytechnic” Volodymyr Onyshchenko became the head of the subgroup No. 2. “The International Experience of Organizing the Higher Education System”.
A number of meetings were already held, an online platform was created for the subgroups to actively work and publish the suggestions for the mission and vision of higher education, the elements of SWOT-analysis of higher education, the priorities of higher education development that should be represented in the project of the Higher Education Development Strategy in Ukraine in 2021-2031.
“We are working in limited time, the project should be ready by September 1, 2021. On August, 18, the concluding meeting of the subgroup No. 2 took place. We discussed the suggestions of the group members and 35 external experts, submitted to us through a special form on the website of the Ministry. We analyzed all the suggestions, as well as the experience of the UK, Ireland and Poland. We determined the resulting suggestions that will be sent to the Ministry of Education and Science of Ukraine. The key suggestions include the relevancy of the international development, diversification of financing, financing of scientific activity, extending the cooperation with business, optimizing the higher education institutions system, ensuring clear competition, and real financial autonomy of higher education institutions.
“The development of innovations, high-quality educational services and their export, starting on the international market of educational services, competitiveness of Ukrainian higher education institutions, including the consequences of the pandemics, the application of online learning, the introduction of dual education became the strategic priorities.
“My colleagues and I share the same opinion; every Ukrainian has to understand that higher education and diploma is the key to opportunities and possibilities, and not simply a paper you are simply supposed to have. Ukrainian diploma has to be a quality indication all over the world. And the document has to have content, that is high-quality knowledge and professional skills,” Rector Volodymyr Onyshchenko commented.
Every specialist could participate in the project development if they wanted.
The suggestions on the strategic vision of the higher education development and its role in the life of society could be submitted at the communication internet page of the Working Group for Developing the Project of the Higher Education Development Strategy in Ukraine in 2021-2031 until August, 17, 2020.
All the materials registered through the website were passed to the members of the Working Group for processing, creating the Project of the Strategy and for further public discussion.
