During the working meeting, full mutual understanding was demonstrated regarding the impracticality of conducting state final certification in general secondary education institutions in 2023, which should be regulated by amending the Law of Ukraine "On Comprehensive General Secondary Education".
The Ministry of Education and Science of Ukraine and the specialized Committee of the Verkhovna Rada of Ukraine have a common position: entrance exams for obtaining higher education on the basis of complete general secondary education, educational and professional degree of a specialized junior bachelor, educational and qualification level of a junior specialist and educational degree of a junior bachelor should be held in the format of the national multi-subject test (NMT). NMT is considered as a special format – an adaptation of external independent assessment in the conditions under martial law.
The Minister of Education and Science of Ukraine, Serhii Shkarlet, emphasized the feasibility of such approaches to the organization of NMT, which will allow an applicant to pass the test within one day and receive results for admission to any specialty for obtaining higher education. According to him, completing the NMT in one day reduces the security risks for the test participants, makes it safer and easier to organize the NMT, allowing to avoid unnecessary logistical costs for the state and the families of the test participants.
Discussions are currently underway regarding the content of the main block and additional subjects of the NMT, some important details of the organization of testing.
