The Ministry of Education and Science is urging citizens to remain calm and prudent, to stay at home. All educational institutions, if possible, should provide distance learning. In addition, an updated handbook "In case of an emergency or war" is presented, which contains tips on how to protect yourself in a crisis situation.

"Dear colleagues, the operational headquarters works at the university. I and the administration work in a normal mode. We are taking the necessary organizational measures. Rector’s office will be on duty around the clock to respond to appeals, and the deans work with students, in particular with foreign ones. There is also a psychological support service," – commented Rector Volodymyr Onyshchenko.

Martial law is a special legal regime introduced in Ukraine or in some of its localities in case of armed aggression or risk of attack, threat to state independence, territorial integrity and provides for the relevant state authorities, military command, military administrations and local self-governments bodies the provision of powers necessary to prevent the threat, repel armed aggression and ensure national security, as well as temporarily restrict the constitutional rights and freedoms of man and citizen, the rights and legitimate interests of legal entities, indicating the validity of these restrictions.

Heads of higher education institutions are offered:

  • to make ready the object formations of civil defense for actions on purpose in cooperation with territorial formations of civil defense on carrying out large volumes of works on the elimination of consequences of emergency situations, including those which arose as a result of military (combat) actions or terrorist acts, and carrying out restoration works on own facilities;
  • to be ready by the decision of local state administrations, city councils in cities of regional significance and by personal consent to involve own object formations of civil protection to perform tasks on purpose on objects of other subjects of other business entities or in certain territories.

The Ministry of Education and Science of Ukraine asks to focus on official reports of state authorities of Ukraine, the National Police, the National Security and Defense Council, the Ministry of Defense, local authorities and not to ignore the recommendations of:

  • President of Ukraine in the Telegram channel;
