To upgrade training, research and support facilities in selected universities of Ukraine in the field of energy efficiency under a special agreement since 2016, the implementation of the project "Higher Education in Ukraine", funded by the European Investment Bank (EIB) and the Northern Environmental Finance Corporation (NEFCO), is underway. Starting in 2020, after a long stage of project preparation (selecting universities, conducting energy audits, formatting tender documentation, other preparation activities), the project was transferred to direct implementation – contracts were signed for comprehensive energy efficiency renovation of six Ukrainian universities with the support of the European Investment Bank (EIB), as well as four Ukrainian universities with the support of the Northern Environmental Finance Corporation (NEFCO), according to the Ministry of Education and Science of Ukraine.
The design has begun at 6 universities, and in December 2021 the first tranche of 2 million dollars has already been received from the EIB. In the 1st quarter of 2022, contract payments will begin. The list of participating universities in the first stage of the project includes, along with the National University "Yuri Kondratyuk Poltava Polytechnic", the following ones:
- Lviv Polytechnic National University;
- National Technical University "Kharkiv Polytechnic Institute";
- National University "Yuri Kondratyuk Poltava Polytechnic";
- Chernihiv Polytechnic National University;
- Sumy State University;
- Vinnytsia National Technical University.
On July 26, 2021, National University "Yuri Kondratyuk Poltava Polytechnic" signed contracts within the framework of the project "Higher Education in Ukraine" for comprehensive energy-efficiency renovation of university buildings with the support of the EIB and a grant from the Eastern Europe Energy Efficiency and Environment Partnership (E5P). On December 14, a delegation of representatives of the European Investment Bank and a Design and Supervision Consultant of the Ministry of Education and Science of Ukraine visited Poltava Polytechnic. At the meeting, working issues on the project implementation and promising areas for deepening cooperation for the near and long term were discussed.
"Creating modern and comfortable conditions for the educational process is an important foundation of a quality higher education system. That, in turn, will expand opportunities for academic and scientific activities, as well as reduce operating costs and help achieve significant resource savings," – stresses the Ministry of Education and Science of Ukraine.
The Ministry of Education and Science, together with the Ministry of Finance, the EIB and NEFCO, oversees the project implementation process at universities. It is planned to extend the term of its implementation after an agreement with creditors and in order to use the funds in full.
