University Will Participate in a State-Level Project

The Verkhovna Rada of Ukraine has ratified the E5P Fund Grant Agreement (Ukraine Higher Education Project) Between Ukraine and the European Investment Bank. 21 universities will be given grants on energy efficiency improvement. The list of the first seven project participants includes National University “Yuri Kondratyuk Poltava Polytechnic”.

University Will Participate in a State-Level Project

On April 16, during the special sitting of the Verkhovna Rada, 339 members of parliament voted for the agreement on the grant of Eastern Europe Energy Efficiency and Environment Partnership (E5P) intended for improving the energy efficiency of higher education institutions to be ratified, as the Ministry of Education and Science of Ukraine announced. The agreement was signed on December 18, 2018, in Brussels and would come into force from the date of the Law “On the Ratification of the E5P Fund Grant Agreement (Ukraine Higher Education Project) Between Ukraine and the European Investment Bank” coming into effect.

“The ratification of the agreement on E5P grant allows us to start using 10 million Euros of the granted money, which do not have to be repaid, 120 million of credit provided by the European Investment Bank and 30 million Euros from NEFCO to reconstruct the buildings of 21 universities. This money will allow the universities to improve the working and studying conditions considerably, as well as the quality and reliability of university services,” - Liubomyra Mandzii, Temporary in Charge of the Ministry of Education and Science of Ukraine.

Thus, Ukraine Higher Education Project will receive funding for reconstruction and thermal modernization of buildings of 21 state higher education institutions in Ukraine. The project will help reduce current (operational) expenses of the institutions and improve the quality of teaching, studying and research facility conditions thanks to taking measures and repairs for improving energy efficiency and administrative processes of consuming energy.

The project will be put into action until December 15, 2022.

National University “Yuri Kondratyuk Poltava Polytechnic” is one of the first seven participants to begin the realization of the project this year; funding start is planned for the third quarter of 2020.

These seven Ukrainian higher education institutions have already performed the energy audit and determined the work amount:

  • National Pedagogical Drahomanov University;
  • Lviv Polytechnic National University;
  • National Technical University “Kharkiv Polytechnic Institute”;
  • National University “Yuri Kondratyuk Poltava Polytechnic”;
  • Chernihiv National University of Technology;
  • Sumy State University;
  • Vinnytsia National Technical University.

The energy efficiency improvement is planned for almost 150 buildings and its total cost is 81 million Euros.

This is a unique opportunity for our university to bring into life the complex project on thermal modernization of all academical buildings and dormitories with the help of leading European project companies, construction consortia and experts of technical control,” - Rector of National University “Yuri Kondratyuk Poltava Polytechnic”, Professor Volodymyr Onyshchenko.

According to the terms of Energy Strategy of Ukraine For the Period Until 2030, the main ways of its performance are: to improve consuming and energy product use efficiency, to reduce the human-caused impact on the environment, to create conditions for considerable decrease of the economics energy requirement by introducing new technologies, progressive standards, modern systems of control, management and audit, transportation and consuming of the energy products and the development of market means of energy efficiency stimulation. This is emphasized in the explanatory note added to the project of the law on ratification. Thus, energy field and energy sufficiency (particularly, technologies of effective energy supply to buildings and constructions) are one of the priority ways of science and technology development. This is stated at the legislative level and proves the readiness of our country to start on the way of energetically efficient development of the economics.
