RESEARCH FOCUS

The Department of Finance and Banking conducts research on the profile of training specialists. The results of the researches of scientists, postgraduates and students are systematically published in the Ukrainian professional scientific publications and publications included in international scientific databases, collections of abstracts of scientific-practical, international and all-Ukrainian conferences. Theoretical and practical developments are realized at the state and regional levels in regional programs of social and economic development, Strategy of development of Poltava region for the period till 2020.

At the department since 2001 there is a scientific school in the direction of "Secure-oriented economy management: state, region, enterprise".

Scientific directions of the school:

  • Formation and implementation of financial and budgetary policies;
  • investment policy in the national economy of Ukraine;
  • innovative content of regional and state development;
  • formation of the real estate and mortgage market in Ukraine;
  • economic and financial security of Ukraine in the conditions of sustainable development and crisis;
  • ensuring energy security of Ukraine and energy efficiency of the national economy;
  • economic efficiency and social stability of development of the state, regions, enterprises in the system of economic security of Ukraine.

The scientific research of the school is aimed at the complex theoretical development and scientific substantiation of the main financial and economic priorities of the state policy regarding safe-oriented management of innovative development models, increasing the role of the financial market in the construction and implementation of the innovation-investment model of the economic complex, in particular:

  • definition of the mechanism and methods of forming a financial and innovation model for the development of regional economic complex and national economy;
  • development of a methodology for assessing the innovative potential of the region; mechanisms and tools for ensuring economic, social, innovative, technical, environmental and financial security of Ukraine;
  • generalization and systematization of theoretical and methodological provisions of the essence, content, interrelations between the mechanisms of economic security of the state and the region's development and conceptual apparatus in this sphere;
  • studying the world experience in shaping economic security strategies for national and regional development over the long and medium term and mechanisms for their provision;
  • development of methodology and methodology for determining social sustainability and economic efficiency of modern models of development of regions of Ukraine in the system of providing economic security of the state;
  • assessment of the effectiveness of financial and innovation-investment mechanisms for implementing strategies for economic development of regions in the context of national development goals and priorities;
  • development of theoretical and methodological approaches to the definition of promising directions of development of the oil and gas complex of Ukraine, as well as practical recommendations for reducing energy dependence and ensuring the state's energy security, etc.

  • "Formation of innovative forms of economic mechanism in Ukraine" (state registration number 0112U002319, 2012-2013);
  • "Economic efficiency and social stability of regional development in the system of providing economic security of Ukraine" (state registration number 0112U001461, 2012-2013);
  • "Influence of development of oil and gas complex and alternative energy on the state of energy security of Ukraine" (state registration number 0115U002415, 2015-2016).

During the period of existence of the school, over 35 candidate's and 6 doctoral dissertations were defended by postgraduate students, applicants and doctoral candidates of the department.

The results of scientific research are systematically published in professional scientific publications, collections of abstracts of scientific and practical international and all-Ukrainian conferences and are reflected in the regional programs of socio-economic development of the country, in particular in the regional long-term program of regional development "Development Strategy of the Poltava region for the period till 2015" Integrated program of development of the educational industry of Poltava region for 2011-2015, Programs of attraction of investments in development of Poltava region till 2015 and part in their implementation. According to the results of scientific activity, the head of the scientific school is Doctor of Economic Sciences, Professor Onischenko V.O. According to the Decree of the President of Ukraine No.390 / 2012 "On awarding the State Prizes of Ukraine in the field of science and technology", he received the title of State Prize laureate.

The work on scientific research and their practical implementation is carried out by a wide range of scientists, postgraduates and students. The results of scientific research are systematically published in professional scientific publications, collections of abstracts of scientific and practical international and all-Ukrainian conferences and are reflected in the regional programs of socio-economic development of the country.

In the framework of the research work 0115U002415 No. 92/15 "Impact of the development of the oil and gas complex and alternative energy on the state of energy security of Ukraine", modern threats in the field of energy security are systematized; fundamental and additional accumulated threats affecting the level of energy security and national the economy of Ukraine, justified the need to finance large-scale investment projects and government programs in regions with high integral potential alternative deve lopment.

Since January 2018, the department is carrying out an applied research according to the state order No. 101/18 "Methodological bases for ensuring socio-economic security of the region" under the number of state registration 0118U001096, which employ Onischenko VO, Kozachenko AV, Onishchenko S.V. ., Ptaschenko L.O., Sivitskaya S.P., Masliy O.A., Zavora T.M., post-graduate students and students. The obtained scientific result is that: the position of the economic security of the mesoriffs has been formed in relation to the nature of the socio-economic security of the region; a set of factors has been identified, the impact of which determines the socioeconomic security of the region, depending on its features; the concept of assessing the socio-economic security of the region was developed in accordance with the attributes of the concept "socio-economic security of the region" and the context of its study; a principled approach to the formation of a system of indicators for assessing the socio-economic security of the region and identification of the evaluations received; Methodological recommendations for assessing the socio-economic security of the region have been developed. Within the framework of the instrument survey, 8 articles in the publications included in the Scopus and WoS NMBD have been published.

Within the working hours of teachers, applied research is conducted on the following topics:

  1. Mechanisms of stabilization of the banking system of Ukraine in the conditions of the transformation of the economy (scientific supervisor - doctor of economics, professor Onischenko VO), on which the concept of anti-crisis management by the commercial bank was developed; the methodology for assessing bank risks and quality of risk management has been improved; the principles of monetary policy formation are defined and methods of management of the state debt are proposed. According to the research results during the implementation period, the following monographs "Improvement of the Bank's lending activity in an unstable economic environment" (NI Volkova - "Innovations in science and education: challenges of our time" / / collection of scientific papers) were issued - London IASHE , 2016.- C.73-76.) And "The causes of bankruptcy of banking institutions: analytic-philosophical grounds" (T.Bolgar, H.Moskalyk - Trasformations sn Gontemporary Society: Economics Aspects., Opole: The Academy of Managment and Administration in Opole, 2017. - P. 271-276.). A textbook "Money and Credit" was published (IM Krekothen, OS Maksimenko, Yu.S. Khudolij, 2018. - Poltava: PoltNTU - 114 pp.). Published 18 articles in professional editions.
  2. Economic security: state, region, enterprise (scientific advisor - doctor of economics, professor Kozachenko AV), which systematizes existing approaches and proposes new approaches to the identification of threats to the economic security of the national economy. The level of economic security of Ukraine is assessed, systematic and acquired threats and their impact on the level of security have been identified. The simulation of the emergence, spread and impact of threats on the level of economic security of the national economy was carried out. According to the results of research published 36 articles in professional editions. Monograph "Economic Security: State, Region, Enterprise" was published in 3 volumes of T.1 (Onischenko VO, Kozachenko G.V., Ptaschenko L.O., Onischenko S.V. "Budgetary security of Ukraine in the conditions of financial globalization".
  3. Problems of financial support of economic and investment-innovation development of enterprises and regions of Ukraine (scientific supervisor - doctor of economics, professor Ptaschenko L.O.), which improved the technologies of corporate financial management, the possibilities and methods of introduction of European norms and standards for the activities of business entities in Ukraine, ways of improving the development of the financial market of Ukraine are proposed, strategic priorities of investing in the development of alternative energy sources are substantiated; grounded perspectives of real estate developer development in the real estate market on the basis of energy efficiency. Published 33 articles in professional editions. The results of scientific research are systematically published in professional scientific publications of Ukraine and abroad, collections of abstracts of scientific and practical international and all-Ukrainian conferences and are reflected in the regional programs of social and economic development. According to research results, only 260 scientific articles (including: 42 in foreign publications, 131 in the publications included in the science-computer databases, 14 of them in the Scopus and WoS NMBs) have been published at the department. , published 19 monographs, 10 textbooks, 2 textbooks.

Scientific developments of the department are being introduced into production. There is a positive dynamics of revenues from commercialization of scientific developments of the department. In particular, in 2015, the department provided income to the accounts of the university from the performance of contract works and provision of analytical and consulting services in the amount of 143 thousand UAH, in 2016. - 120,6 thousand UAH, in 2017 - 93,9 thousand UAH, in 2018 income received in the amount of 213,1 thousand UAH was received.

At the department, the postgraduate and doctoral program is open and pursued for the scientific specialty of the economic scientific school 051 Economics. The training of specialists of higher qualification is based on the activities of the specialized academic council D 44.052.03 for the protection of doctoral and master's theses in the specialties 08.00.03 "Economics and management of national economy" and 08.00.05 "Development of productive forces and regional economy". Preparation of dissertation works is also done by attaching young teachers to scientific supervisors.
