Chairman of the Scientific Society of Higher Education Applicants, Postgraduates, Doctoral Students and Young Scientists of the National University "Yuri Kondratyuk Poltava Polytechnic"
Scientific Society of Higher Education Applicants, Postgraduates, Doctoral Students and Young Scientists of National University "Yuri Kondratyuk Poltava Polytechnic" is a part of the public self-government system of National University "Yuri Kondratyuk Poltava Polytechnic", which promotes science in the youth environment of the University, protects the rights and interests of undergraduate, postgraduate and doctoral students, young scientists, provides support for prospective scientific ideas and innovations.
ACTIVITY GOAL AND TASKS OF THE SCIENTIFIC SOCIETY
1. The goal of the Scientific Society is to create favorable conditions for research and innovation activities of higher education applicants, postgraduate and doctoral students, young scientists of the University, to unite their efforts to solve current problems of modern science.
2. The main tasks of the Scientific Society are:
2.1. Representing the interests of higher education applicants, postgraduate and doctoral students, young scientists at the University administration and other organizations on scientific work and academic career development.
2.2. Promoting scientific activity among higher education applicants, postgraduate and doctoral students, young scientists, their involvement in the implementation of research, projects, programs (including international ones), innovative and academic mobility.
2.3. Improving the quality of research and project activities of higher education applicants, postgraduate and doctoral students, young scientists of the University.
2.4. Developing cooperation with domestic and foreign higher education institutions, research institutions, governmental and non-governmental organizations.
2.5. Assisting the organization of the work of students’ scientific clubs, laboratories, centers, etc.
2.6. Holding organizational, scientific and educational activities of different levels:
2.6.1. Conferences, round tables, seminars, trainings, master-classes, public lectures and scientific readings of famous scientists, etc.;
2.6.2. Promoting the participation of higher education applicants in the All-Ukrainian contest of students’ research papers and All-Ukrainian olympiads in academic disciplines, areas of training and specialisms.
2.6.3. Supporting scientific projects aimed at researching the problems of development of the University, the city of Poltava, as well as promoting their implementation in practice.
2.6.4. Election of the elected representatives from higher education applicants, postgraduate and doctoral students to the Academic Council of the University.
2.6.5. Approval of decisions on expulsion from the University and renewal of higher education applicants and persons obtaining the degree of Doctor of Philosophy.
2.6.6. Maintaining relations with Scientific Societies of domestic and foreign higher education institutions.
2.6.7. Dissemination of scientific results of higher education applicants, postgraduate and doctoral students, young scientists, activities of the Scientific Society through the media.
2.6.8. Making protocol decisions which regulate the functioning of the Scientific Society.
2.6.9. Implementing other functions that are aimed at performing the tasks of the Scientific Society and do not contradict the legislation of Ukraine, the Statute of the University.
MEMBERSHIP IN THE SCIENTIFIC SOCIETY OF THE UNIVERSITY
1. Membership in the Scientific Society is free and carried out on a voluntary basis.
2. Members of the Scientific Society may be higher education applicants, postgraduate and doctoral students, young scientists aged under 35 (doctoral students aged under 40) who stated their willingness to work in the Scientific Society.
3. The decision of granting a membership of the Scientific Society is made by the Council of the Scientific Society on the grounds of an application addressed to the Head of the Scientific Society.
Before the Council of the Scientific Society of the University is elected, the decision of granting a membership in the Scientific Society is made by the Conference of higher education applicants, postgraduate and doctoral students, young scientists of the University.
4. The members of the Scientific Society are entitled to:
4.1. To elect and be elected to the governing bodies of the Scientific Society.
4.2. To participate in discussing issues connected with organizational activity of the Scientific Society and put forward suggestions on tackling them.
4.3. To receive information regarding the activity of the Scientific Society, and decisions made and measures taken.
4.4. To participate in activities of the scientific competition carried out by the Scientific Society.
4.5. To receive methodical, informational and other assistance from the Scientific Society regarding scientific activities.
4.6. Address the governing bodies of the Scientific Society with suggestions, comments, statements and complaints.
4.7. To be recommended by the Scientific Society for awarding prizes, scholarships, gratitudes, certificates, state awards and other distinctions in accordance with the current legislation and the Statute of the University.
4.8. To freely withdraw from the Scientific Society on the grounds of an application addressed to the Head of the Scientific Society.
5. Members of the Scientific Society of the University are obligated to:
5.1. To adhere to standards of the current legislation of Ukraine, the Statute of the University, this Regulation, to implement decisions of the governing bodies of the Scientific Society.
5.2. To participate in the work of the Scientific Society, in conferences, roundtable discussions and other events held by the Scientific Society.
5.3. To implement decisions of the Scientific Society.
5.4. To raise the awareness of scientific activities amongst the youth and foster development of the Scientific Society.
5.5. If need be, to account for his/her work and submit necessary information to the Head of the Scientific Society.
6. Members of the Scientific Society may possess other rights that do not contradict the current legislation of Ukraine, the Statute of the University, this Regulation and regulations set forth in decisions of the Conference of the Scientific Society.
7. Membership in the Scientific Society terminates:
7.1. Of his / her own free will (on the grounds of a written application)
7.2. Due to reaching the age of 35 (for doctoral students – 40 years).
7.3. In case of termination of his / her studies or work at the University.
STRUCTURE AND MANAGEMENT BODIES OF THE SCIENTIFIC SOCIETY OF THE UNIVERSITY
1. Scientific Society operates at the general university level and at the level of structural subdivisions of the University – educational and research institutes and faculties.
2. At the level of structural subdivisions, scientific societies of corresponding educational and research institutes and faculties are formed, which operate on the basis of this Regulation and may have Regulations on the Scientific Society of the structural subdivision of the University.
3. Members of the Scientific Society may be united into working groups, commissions, etc., in accordance with the activities of the Scientific Society the need for which and the scope of their activities being determined by the Council of the Scientific Society or the members of the Scientific Society
4. The highest collegial body of the Scientific Society of the University is the Conference of Members of the Scientific Society of the University.
5. The Conference is convened by the Council of the Scientific Society at least once a year. The time, place, agenda of the Conference are set by the Council of the Scientific Society.
If necessary, an extraordinary Conference may be convened by the Council of the Scientific Society of the University or at the request of 1/3 of the members of the Scientific Society.
6. The total number of members of the Conference of the Scientific Society and the quota of representation is set by the Council of the Scientific Society of the University
7. Members of the Conference of the Scientific Society are elected at the Meeting of Scientific Societies of higher education applicants, postgraduate and doctoral students, young scientists of structural subdivisuibs in accordance with the quotas established by the Council of the Scientific Society of the University.
8. The conference is considered legitimate if at least 2/3 of the elected members of the Scientific Society take part in it.
9. Representatives of the University administration with an advisory vote may be invited to the Conference of the Scientific Society
10. Members of the Conference of the Scientific Society vote in person. Decisions of the Conference are taken by a majority vote of the members present.
11. Decisions on early termination of the powers of the Chairman of the Scientific Society of the University, Deputy Chairman, members of the Council are made by 2/3 of the members present at the Conference.
12. The competence of the Conference includes the solution of any activity issue of the Scientific society.
13. The Conference may delegate part of its powers to the Council of the Scientific Society, except for matters within its exclusive competence.
14. The issues of exclusive competence of the Conference of the Scientific Society include:
14.1. Admission to the members of the Scientific Society before the election of the Council of the Scientific Society.
14.2. Approval of the new edition, making changes and additions to the Regulations of the Scientific Society and submitting them to the Academic Council of the University for approval.
14.3. Election by secret ballot (by a simple majority) of the chairman, deputy chairman of the Scientific Society of the University.
14.4. Election by secret ballot (by a simple majority) of elected representatives from among the number of higher education applicants, postgraduate and doctoral students to the Academic Council of the University.
14.5. Early termination of powers of the chairman of the Scientific Society, deputy chairman.
14.6. Appointment of the Secretary of the Scientific Society on the proposal of the Chairman of the Scientific Society and termination of his / her powers.
14.7. Approval of the Regulations on the Scientific Society of structural subdivisions.
14.8. Decision-making on the formation of the bodies of the Scientific Society and their termination.
14.9. Determining the main activities of the Scientific Society.
14.10. Approval, upon the submission of the Council of the Scientific Society, of the annual plan of activities of the Scientific Society, amendments and additions to it.
14.11. Hearing of the annual report of the Chairman of the Scientific Society on the activity of the Scientific Society.
15. Decisions of the Conference of the Scientific Society are recorded in the minutes, which are signed by the chairman and the secretary of the Conference.
16. If necessary, a copy of the minutes of the Conference is sent to the Academic Council of the University.
17. The responsibility for keeping and maintaining the minutes of the Conference of the Scientific Society of the University rests with the Secretary of the Scientific Society.
18. Decisions of the Conference of the Scientific Society are binding on all its members.
19. The Council of the Scientific Society of the University is a permanent collegial executive body that performs coordination functions and manages the current work of the Scientific Society in the periods between Conferences.
20. Members of the Council are: Chairman, Deputy Chairman, Secretary of the Scientific Society of the University, Chairmen, Deputy Chairmen, Secretaries of Scientific Societies of structural units - if elected, as well as with the consent of representatives of research laboratories and research centers of the University who are the members of the Scientific Society.
21. Council of the Scientific Society of the University:
21.1. Makes decisions on admission of persons to the members of the Scientific Society and termination of membership in accordance with the Regulations.
21.2. Initiates the convening of regular and extraordinary Conferences of the Scientific Society.
21.3. Determines the total number of members of the Conference of the Scientific Society of the University and the quota of representation from the Scientific Society of structural units.
21.4. Approves the symbols, membership card and other attributes of the Scientific Society.
21.5. Identifies the main activities of the Scientific Society and submits them for approval to the Conference.
21.6. Ensures the implementation of decisions taken at the Conference.
21.7. If necessary, decides on the formation of separate non-governing working bodies (committees, sections, commissions, creative groups, etc.) in the areas of activity of the Scientific Society.
21.8. Considers complaints of members of the Scientific Society within its competence.
21.9. Manages the current activities of the Scientific Society of the University.
21.10. Submits proposals for the award of higher education, graduate students, doctoral students, young scientists who have achievements in the field of scientific work.
21.11. Makes other decisions on the activities of the Scientific Society, if they are not within the competence of the Conference.
22. The Council of the Scientific Society makes decisions at meetings held as necessary, but not less than once a month. Meetings of the Board of the Scientific Society can be held remotely using modern means of communication.
23. A meeting of the Council of the Scientific Society is considered legitimate if at least 2/3 of the members of the Council take part in it. The decision of the Council is considered adopted if more than half of the members of the Council who took part in the meeting voted for it.
24. Chairman of the Scientific Society of the University:
24.1. Is elected by the Conference of the Scientific Society from among the members of the Scientific Society of the University for a term of 1 year;
24.2. Provides general management of the Scientific Society, heads the Council of the Scientific Society and coordinates the activities of the Scientific Society of structural units of the University.
24.3. Is a member of the Academic Council of the University.
24.4. Signs decisions made by the Council of the Scientific Society.
24.5. Distributes responsibilities among the members of the Council.
24.6. Represents the interests of the Council in relations with the University administration.
24.7. Concludes cooperation agreements and other transactions on behalf of the Scientific Society, taking into account the restrictions established by the legislation of Ukraine, these Regulations and decisions of the Conference.
24.8. Considers complaints of members of the Scientific Society within its competence.
24.9. Carries out other activities that do not contradict the norms of the current legislation of Ukraine, the Statute of the University and this Regulation.
25. In the event of the Chairman’s absence, his duties are performed by the Deputy Chairman of the Scientific Society.
26. The Deputy Chairman of the Scientific Society of the University is elected by the Conference of the Scientific Society from among the members of the Scientific Society of the University for a term of 1 year
SCIENTIFIC SOCIETIES OF STRUCTURAL SUBDIVISIONS OF THE UNIVERSITY
1. Scientific societies of structural subdivisions operate in accordance with this Regulation and may have Regulations on Scientific societies of structural subdivisions.
2. Members of the Scientific Society of the University are simultaneously enrolled as members of the Scientific Society of the structural subdivision in which they study or work.
3. The highest governing body of the Scientific Society of the structural subdivision is the Meeting of the Scientific Society of the structural subdivision (hereinafter – the Meeting).
4. Meetings are convened at least once a year by the chairman of the Scientific Society of the relevant structural unit. If necessary, the Meeting may be convened at the request of 1/3 of the members of the Scientific Society of the corresponding structural subdivision.
5. The total number of members for the Meeting and the quota of representation shall be established by the chairman of the Scientific Society of the corresponding structural subdivision.
6. Meetings are considered legitimate if at least 2/3 of the elected delegates of the Scientific Society of the corresponding structural subdivision participate in them.
7. Representatives of the administration of the educational-research institute and the faculty of the University with the right of an advisory vote may be invited to the Meeting of the Scientific Society of the structural subdivision.
8. Members of the Meeting vote personally. Decisions of the Meeting are taken by a majority vote of the delegates present.
9. The decision on early termination of powers of the chairman of the Scientific Society of the structural subdivision and his deputy is made by 2/3 of the delegates present at the Meeting.
10. The competence of the Meeting includes the resolution of any issues of activity of the Scientific Society of the structural subdivision, except those that belong to the exclusive competence of the Conference and the Council of the Scientific Society
11. The exclusive competence of the Meeting of the Scientific Society of the structural unit includes:
11.1. Election by secret ballot (by a simple majority) for a term of 1 year of the chairman, deputy chairman of the Scientific Society of the structural subdivision from among the members of the Scientific Society of the University who study / work in the corresponding structural subdivision.
Election by open voting of the secretary of the Scientific Society of the structural subdivision on the proposal of the Chairman of the Scientific Society of the structural subdivision for a term of 1 year.
11.3. Election of members to the Conference of the Scientific Society of the University from among the members of the Scientific Society of the corresponding structural subdivision in accordance with the quotas established by the Council of the Scientific Society of the University.
11.4. Early termination of powers of the Chairman of the Scientific Society of the corresponding structural subdivision and his /her deputy.
11.5. Approval, at the request of the Chairman of the Scientific Society of the structural unit, the annual plan of activities of the Scientific Society of the structural subdivision making changes and additions to it.
11.6. Hearing of the annual report on the activity of the Chairman of the Scientific Society of the structural subdivision.
12. Decisions of the Meeting of the Scientific Society of the structural subdivision are recorded in the minutes, which are signed by the Chairman and Secretary of the Meeting.
13. If necessary, a copy of the minutes of the meeting is sent to the Academic Council of the educational and research institute, faculty, Conference and (or) the Council of the Scientific Society of the University.
14. The responsibility for keeping and maintaining the minutes of the Conference of the Scientific Society of the University rests with the chairman of the Scientific Society of the corresponding structural subdivision.
15. Decisions of the Meeting of the Scientific Society of a structural subdivision are binding on all its members.
16. The Chairman of the Scientific Society of the structural subdivision is a member of the Academic Council of the corresponding educational and research institute and faculty.
17. The Chairman of the Scientific Society of the structural subdivision, his deputy and the secretary are members of the Council of the Scientific Society of the University.
COOPERATION OF THE SCIENTIFIC SOCIETY WITH THE UNIVERSITY MANAGEMENT
1. The University Administration has no right to interfere with the activities of the Scientific Society, except in cases when such activities contradict the law, the Statute of the University or harm the interests of the University.
2. The Rector of the University comprehensively promotes the creation of appropriate conditions for the activities of the Scientific Society.
3. If necessary, the Scientific Society may provide the Rector of the University, the Academic Council of the University, the Vice-Rector for Scientific and International Work with information on its activities (plans, reports, copies of minutes of meetings, information on current activities, etc.).
