Admission of foreign students is extended until December 15

The Order of the Ministry of Education and Science of Ukraine came into force, according to which the term of enrollment of foreign students in Ukrainian universities was extended. Deadline for submission of documents for foreign applicants is December 15, 2021.

Admission of foreign students is extended until December 15

According to the Order of the Ministry of Education and Science of Ukraine of November 17, 2021 №1239 “On approval of Amendments to the Procedure for admission and education (internship) of foreigners and stateless persons as well as the form of a document on preparing specialists in higher (professional) education institutions” the term of enrollment of foreign students in Ukrainian universities has been extended until December 15, 2021. The relevant Order has already been registered with the Ministry of Justice of Ukraine and entered into force on November 30, 2021. This document also regulates the issue of deadlines required for the implementation of the procedures of the introductory campaign for the issuance of documents entitling to stay in Ukraine during studying.

According to Article 44 of the Law of Ukraine “On Higher Education”; Article 43 of the Law of Ukraine "On Professional Education"; Paragraph 3 of the Decree of the Cabinet of Ministers of Ukraine of September 11, 2013 № 684 “Some issues of an admission of foreigners and stateless persons to studies”; Paragraph 8 of the Regulation on the Ministry of Education and Science of Ukraine, approved by the Cabinet of Ministers of Ukraine dated October 16, 2014 № 630 the Ministry of Education and Science of Ukraine approved amendments to the Procedure for admission and education (internship) of foreigners and stateless persons.

National University “Yuri Kondratyuk Poltava Polytechnic” also continues to admit students to studies in all educational and professional programs and areas of practical training.

According to Article 4 of the Law of Ukraine “On Higher Education”, the following categories of persons have the right to obtain higher education at the same level as citizens of Ukraine (in particular at the expense of the state or local budget):

  • foreigners and stateless persons permanently residing in Ukraine;
  • foreign Ukrainians permanently residing in Ukraine;
  • persons recognized as refugees;
  • persons in need of additional protection.

 Admission of foreigners to higher education institutions at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, including foreign Ukrainians, who are permanently residing in Ukraine, persons recognized as refugees and persons in need of additional protection). Other foreigners and stateless persons may obtain higher education at the expense of private entities (legal entities), unless otherwise provided by international treaties of Ukraine approved by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions on international academic mobility.

To enter an educational institution, foreign citizens personally submit an application in paper form to the admissions committee of the university. The full set of documents should be attached to the application:

  • a document (original and its copy) on the previously obtained educational (educational and qualification) level, on the basis of which the admission is made;
  • appendix (original and its copy) to the document on the previously obtained educational (educational and qualification) level, on the basis of which the admission is made (if available);
  • academic certificate issued by a foreign/Ukrainian educational institution (in case of transfer or renewal to study, starting from the second year, an academic certificate is attached);
  • a copy of a passport document of a foreigner or a document certifying a stateless person;
  • health insurance policy, unless otherwise provided by international treaties of Ukraine;
  • 4 photos measuring 30 x 40 mm;
  • a copy of the certificate of a foreign Ukrainian (if available);
  • foreigners, who enroll in academic mobility programs, submit documents approved by the rules of admission to a higher education institution and/or provided by the requirements of international programs and/or treaties under which academic mobility is implemented.
