On 2 April, the Cabinet of Ministers of Ukraine adopted a resolution “On Amendments to the Rules for Crossing the State Border by Citizens of Ukraine”.
Earlier, students of Mariupol and Sumy State Universities had proposed to restore this opportunity during meetings with President of Ukraine Volodymyr Zelenskyi. On the instructions of the President, the Ministry of Education and Science of Ukraine developed a relevant resolution.
The document stipulates that male students will be able to cross the border during martial law if they are:
- are aged 18 to 22 years and are not subject to military service during mobilisation;
- are studying full-time at Ukrainian higher education institutions of state or municipal ownership and are obtaining a bachelor’s degree (master’s degree in medicine, pharmacy or veterinary medicine);
- are participants in educational academic mobility;
- are studying in foreign educational institutions for a period of 1 semester.
To cross the border to study on academic mobility programmes, students must have:
- a certificate from a higher education institution of Ukraine on the referral of a participant of the academic mobility programme to study at a foreign educational institution, indicating:
- grounds for cooperation; duration of the academic semester abroad;
- the absence of negative grades and facts of retakes of tests and exams based on the results of the last two semesters (six months);
- confirmation of the level of knowledge of the teaching language in a foreign educational institution;
- a copy of the academic mobility agreement certified by an educational institution of Ukraine;
- e-ticket of the student verified by means of the portal “Diia”;
- military registration documents with the appropriate marks of the district, city TCR and social support.
As explained by the Ministry of Education and Science, the decision will facilitate Ukraine’s integration into the European higher education area as well as allow students to gain new knowledge and experience through academic mobility programmes.
It should be noted that academic mobility involves the movement of students or teachers of higher education institutions for a certain period of time to another educational or scientific institution within or outside their country for the purpose of studying or teaching.
It should be recalled that the Norwegian Institute of Sport invites FPCS students to participate in the Erasmus+ credit academic mobility programme, the Austrian University of Applied Sciences Burgenland invites to participate in the Erasmus+ academic mobility programme in the autumn semester of 2024, Laurea University of Applied Sciences invites to participate in the Erasmus+ credit academic mobility programme in Finland.
