Future managers get acquainted with the work of the Interregional Department of National Agency of Ukraine for Civil Service (NADS) in Poltava and Kirovohrad regions

Within the framework of the Memorandum of Cooperation and Partnership between the National University "Yuri Kondratyuk Poltava Polytechnic" and the Interregional Department of the National Agency of Ukraine for Civil Service in Poltava and Kirovohrad regions, students got acquainted with the priority areas of the department. Future managers were told about the specifics of the work of a civil servant. The professional prospects and opportunities for graduates were described to them as well.

On September 8, first-year students of the specialty 28 "Public Governance and Administration" of the Educational and Research Institute of Finance, Economics, Management and Law of the National University "Yuri Kondratyuk Poltava Polytechnic" talked to the chief specialists of the Interregional Department of the National Agency of Ukraine for Civil Service in Poltava and Kirovohrad regions, got acquainted with the specifics of the work of a civil servant and visited the main working locations of the department.

Roman Kholodkov, Chief Specialist of the Interregional Department, told about the high requirements for the candidatures of future civil servants, explained in detail the principles of the service, focusing on broad professional and educational opportunities for future graduates of higher education institutions of the city and the Poltava region.

According to Inna Kulchii, Candidate of Science in Public Administration, Associate Professor of the Department of Public Governance, Administration and Law of the National University "Yuri Kondratyuk Poltava Polytechnic", motivational meetings with representatives of enterprises, state institutions and organizations, bodies of state, executive power and local self-governments help student youth from the first days of study at the university to realize the importance of the chosen profession, to focus on mastering the necessary practical skills and abilities, to form leadership qualities and ability to work in a team.

"Today we introduced the future elite of the state bodies of our country, first-year students of the specialty " Public Governance and Administration" with the places of their future professional activity. From the first days, we focus young people on broad prospects, tell about their professional potential and positively motivate them to build a career as a lawyer or manager in the future!

The university has created conditions for the harmonious development of young scientists, future professionals in law and public governance. There is an online legal clinic, and our students will be happy to join in solving practical issues arising in the institutions of public authorities. After all, among the priority areas of educational activities of the entire scientific and pedagogical staff of our university is the implementation of joint projects with state and local governments, public services, the dual interaction of theory and practice.

From personal experience, I know that the young generation is motivated not only by financial incentives, but also by informal education and professional growth that is a guarantee of youth’s openness to new opportunities and building professional ambitions," – commented the scientist.

"A civil servant is an official engaged in public activity in the performance of the state function, carries out orders, instructions, resolutions adopted at the all-Ukrainian legislative level. In short, it is the "face" of the state, which takes care of the protection of rights and control over compliance with the current legislation of Ukraine.

In our activities we are guided by the Law of Ukraine "On Civil Service" of 2016, candidates undergo online testing to enter the civil service. The list of questions includes those that check knowledge of the basic norms of the Fundamental Law of the State – the Constitution of Ukraine, the Law of Ukraine "On Civil Service", the Law of Ukraine "On Prevention and Counteraction to Corruption", the Law of Ukraine "On Central Executive Bodies", the Law of Ukraine "On Administrative services", customs, civil codes.

In addition, it is necessary to take into account another fact – on July 16, 2021, a new law came into force, which provides for a state language proficiency certificate. The certificate has no validity period. The required level for the competitive procedure is C1, C2.

National University "Yuri Kondratyuk Poltava Polytechnic" has been appointed a specially authorized institution to conduct examinations on the level of proficiency in the state language.

Documents for admission to the civil service are no longer submitted in paper form, they are accepted online. Having registered on the website of the National Agency of Ukraine for Civil Service in your own personal account, it is enough to take a few simple steps even using a smartphone," – said Roman Kholodkov, Chief Specialist of the Interregional Department of the National Agency of Ukraine for Civil Service in Poltava and Kirovohrad regions.

Young people were interested in the "pros" and "cons" of working in the civil service, the availability of an arsenal of certain practical skills, the level of foreign language proficiency and career opportunities. Interest in the eyes of those present and a lively dialogue contributed to the establishment of professional communication and obtaining new, practical knowledge.

"Legal education is a kind of professional start. You will have to work with documents in any case, no matter what position you are in. Jurisprudence will teach you to properly understand current legislation, analyze, and draw conclusions. Then, with the obtaining a managerial position, do not stop studying further.

The direction of civil service is quite important, since we actually perform the functions of the state related to the protection of the rights and freedoms of citizens, so the issue of choosing the direction of the civil service must be approached carefully. Already being first-year students, you have to realize this thing – non-compliance with the law entails certain negative consequences. In practice, there are very few cases that cannot be resolved by legislation, it is just needed to consider all the options and act in accordance with existing legal norms. Do not be afraid, study, learn something new, and after graduation welcome to our friendly team!" – invited Nataliia Hladka, Chief Specialist of the Interregional Department of the National Agency of Ukraine for Civil Service in Poltava and Kirovohrad regions.

Inna Kulchii, Candidate of Science in Public Administration, Associate Professor of the Department of Public Governance, Administration and Law of the National University "Yuri Kondratyuk Poltava Polytechnic", emphasized in her final speech the possibilities of active replenishment of knowledge gained at the university, mastering informal, certified educational programs, online courses: "From the first year polytechnic students master the "basics" of public administration and law, work with the regulatory framework, study the structure of public authorities. In the second year, they study IT technologies. We're not wasting time and already training skills working on the portal ‘Diia’. We have rich curricula that meet modern requirements in the labor market. Lecturers are responsible for their own educational activities, and students are positively motivated and seek to gain a store of knowledge necessary for effective professional self-realization! I hope that our meeting will be another incentive to study hard and acquire knowledge on your own!"

At the end of the meeting, students, lecturers and specialists took memorable photos, agreed on further research and educational cooperation in the traineeship and internships in the civil service and advanced training courses for civil servants. According to the state order from the National Agency of Ukraine for Civil Service, 495 civil servants will improve their skills at Poltava Polytechnic.

At the end of last academic year, law students got acquainted with the work of the Poltava District Department of the National Policy in Poltava region.
