The state holiday, initiated in 1997 by Presidential Decree in support of the public organizations initiative and taking into account the important role of the Ukrainian language in the consolidation of Ukrainian society, continues to assert the common truth – language – the genetic code of the nation and its greatest mental treasure.

The date of November 9 became significant for Ukrainian and Slavic writing, as according to the Orthodox calendar, this is a day of commemoration of the founder of Old Rus historiography, the first historian of Kyiv Rus, a follower of the creators of Slavic writing Cyril and Methodius – Nestor the Chronicler.
