No one collected certificates or paper documents during the monitoring at universities and colleges – the analysts worked to establish information exchange between the Unified State Electronic Database on Education and the State Register of Compulsory State Social Insurance. The results are published on the website of the Ministry of Education and Science of Ukraine.
“The team of the Ministry of Education and Science of Ukraine in cooperation with the Ministry of Digital Transformation of Ukraine and the Pension Fund of Ukraine for the first time monitored the employment of higher and professional education institutions graduates. Interesting and informative data was presented for consideration and discussion, which was extremely useful for me, as the rector. Such analysis shows the trend of specialists’ employment and affects the distribution of budget funding among higher education institutions.
The level of students’ employment shows not only the high quality of education or the effectiveness of university development, but also its competitiveness. The issue certainly requires the attention of educators and students, since successful employment of students and graduates is one of the key goals that should be set by every higher education institution. We are working on the development of the country and opportunities for young people!” – commented the rector, Professor Volodymyr Onyshchenko.
The monitoring process examined the employment of persons who graduated at the budget expense from November 1, 2017 to October 30, 2018 and did not continue their studies at the next level of education. The research took into account work as of November 1, 2021 for employment (main place of work or part-time), a contract of a civil law nature, as well as business activities (including individual entrepreneur’s status), independent professional activity or other declared self-employment.
Number of employees includes servicemen, members of the rank and file as well as senior staff of law enforcement agencies (if such information is not information with limited access) and those on social leave. In order to avoid mistakes, employees who resigned no later than August 1, 2021 or have at least 18 months of insurance experience after graduation are taken into account.
The employment rate among higher education institutions graduates is almost 59%. For different educational levels, the figure ranges from 50 (bachelor) to 72 (specialist) percent. It should be noted that in the period from November 1, 2017 to October 30, 2018, almost 63% of junior specialists and over 73% of bachelors continued their studies to obtain the next level of education or another specialty.
Employment indicators will be taken into account in 2022 in the formula distribution of budget funding among higher education institutions.
