The Ministry of Education and Science of Ukraine offers for public discussion the draft order of the Ministry of Education and Science of Ukraine "On Amendments to the Procedure for State Registration and Accounting of Scientific, Research and Development Papers and Dissertations, approved by Order of the Ministry of Education and Science of Ukraine dated March 24, 2022 No. 271".

The draft order was developed with the aim of streamlining and improving the mechanism of registration and accounting of scientific, research and development papers and dissertations using an electronic system with remote access; detailing the processes of registration and amendments of registration and accounting documents.
The draft envisages the amendments to some provisions of the Procedure for State Registration and Accounting of Scientific, Research and Development Papers and Dissertations as well as its appendices, namely:
- to the Instructions on registration and amendments to the registration card of scientific, research and development papers;
- to the Instructions for registration and amendments to the record card of research and development works;
- to the Dissertation Registration Card;
- to the Instructions on registration and amendments to the dissertation registration card.
All changes made to the listed documents relate to streamlining and clarifying the procedure for filling in registration and accounting documents and transferring them to SSI "UkrISTEI" for state registration and accounting of open-access scientific, research and development papers and dissertations and those that contain information with limited access. In addition, detailed instructions for making changes to accounting and registration documents are provided, and the procedure for filling in the accounting card for scientific, research and development papers is simplified.
The Ministry of Education and Science of Ukraine accepts comments and proposals on the draft order until December 16, 2022, by emailing dvyhun@mon.gov.ua (the responsible person is Oksana Dvyhun, state expert of the expert group on monitoring and evaluation of scientific, scientific-technical and innovative activities of the Directorate of Science and Innovation).
It should be recalled that registration for a series of online workshops for scientists and entrepreneurs is underway, scientists will have access to the laboratories of the Joint Research Center of the European Commission, and a competition for the best monographs of young scientists has been announced.
