During the period of martial law imposed by the Decree of the President of Ukraine of February 24, 2022 № 64 “On the imposition of martial law in Ukraine”, persons, who moved to other regions as a result of the war, are provided with IDP certificates and relevant information is entered into the Unified Information Database on Internally Displaced Persons. Currently in Poltava there are queues at the relevant social security bodies, which draw up and issue certificates of registration of internally displaced persons. Administration of the National University “Yuri Kondratyuk Poltava Polytechnic” organized a reception of specialists of the Department of Social Protection of the Executive Committee of the Shevchenkivska District Council in Poltava in the campus, where 128 internally displaced persons live.

Within an hour, 70 citizens were registered; some of them passed the relevant procedure directly at the Department.

This registration is, first of all, necessary for timely social payment of pensions, benefits, subsidies and state social benefits to all recipients, extension of payments of all previously assigned benefits during martial law without person’s application, introduction of special mechanisms for pensions and benefits for those, who received them at the place of residence, but changed it due to hostilities, introduction of centralized accrual and payment of benefits for people from territories where due to active hostilities the social security authorities were unable to accrue and pay, attract and distribute humanitarian aid.

Also, internally displaced persons, who have been forced to leave their place of residence due to the Russian Federation’s invasion of Ukraine and have been registered, can apply for residence assistance. The state pays such assistance in the amount of UAH 3,000 for each child or person with disabilities and in the amount of UAH 2,000 for every other person.

For many years in a row, Poltava Polytechnic has been working on an effective model of cooperation with social security bodies; services for students were organized. For example, residents of our dorms apply for subsidies during the heating season or use the services of a passport officer directly on campus.

It should be recalled that Poltava Polytechnic has a legal clinic – citizens and organizations are provided with free legal aid for the protection of human rights and freedoms as well as organizations in all branches of law in accordance with current legislation of Ukraine.
