The functioning of universities during the pandemic, changes in financing and the entrance rules were discussed, suggested by Interim Minister of Education and Science of Ukraine Serhii Shkarlet.
“The place where the honorable meeting was held was inspiring – it was the Grand Hall named after Hero of Ukraine Vasyl Slipak in Petro Tchaikovsky National Music Academy of Ukraine.
“First of all, every rector now has a lot of worries caused by the organization of work in the special circumstances. Efficient distanced learning, safe staying in dormitories, protection system – all of this requires concentrating great efforts from large teams. But another lockdown can negatively influence the education field.
“Secondly, the financial situation in higher education field and the teachers’ salary need to be corrected. The Ministry is going to improve the situation. According to Serhii Shkarlet, the Ministry is determined to bring order in the financing of higher education. They are going to improve the financing formula created by those who hadn’t worked at education institutions and ensure that it includes all the universities without exceptions.
“Thirdly, the entrance rules also need to be corrected. This year’s entrance campaign showed many problems and disadvantages of the entrance rules.
“And all this should be agreed with the current laws and the projects of Law of Ukraine offered by the specialized Committee of the Verkhovna Rada of Ukraine.
“So, a very intensive period of work lies ahead, but correcting the mistakes of previous education policies will ensure the quality of Ukrainian education and help avoid various possible risks,” Rector of National University “Yuri Kondratyuk Poltava Polytechnic”, Professor Volodymyr Onyshchenko commented.
Deputy Ministers of Education and Science of Ukraine Andrii Vitrenko and Svitlana Danylenko, Head of the State Service for Education Quality of Ukraine Ruslan Hurak, rectors of leading Ukrainian higher education institutions, experts and legislation representatives took part in the meeting, too.
