Science during the war: the Ministry of Education and Science holds an online conference for Science Day

The meeting of the Academic Council of Poltava Polytechnic on the occasion of Science Day-2022 began with an all-Ukrainian event. In order to increase public awareness in Ukraine on the science benefits during the war, to focus on the science gains and achievements during the military aggression of the russian federation, to update new challenges and tasks for modern science in terms of innovative and technological progress.

The event was held with the participation of the Minister of Education and Science of Ukraine Serhii Shkarlet, President of the National Academy of Sciences of Ukraine Anatolii Zahorodnii, representatives of the Ministry of Education and Science of Ukraine, the National Research Fund of Ukraine, leading universities. The event was moderated by Ihor Taranov – Director General of the Science and Innovation Directorate of the Ministry of Education and Science. The meeting discussed international support for Ukrainian scientists, as well as the problems of modern science during the period of martial law.

“On the eve of Science Day, I took part in an online event where international support for Ukrainian scientists was discussed, as well as the problems of modern science during the martial law period.

Despite the new challenges of the times – first the coronavirus pandemic, then the brutal invasion of the russian federation on the territory of our state, science remains the driving force of human progress. After all, the results of the latest research have once again confirmed the cardinal impact on the development of the economy, medicine, ecology, education, the social sphere and agriculture, as well as, which is especially important for Ukraine, on the security of the state.

For example, only in the last five years, in cooperation with high-tech domestic business, scientists of only three leading polytechnic universities have implemented a number of works that are extremely important for today’s real economy sector. Among them, 23 works received State Prizes of Ukraine in the field of Science and Technology, 6 have an economic effect of more than 14 billion hryvnias.

Since the beginning of the war, a large number of scientists were forced to leave their places of permanent residence in order to find safe living conditions. The enemy destroyed and damaged scientific institutions, educational institutions, equipment, which also affects the further results of scientific activity.

Despite the difficulties, Ukrainian scientists actively protect the scientific front: they conduct all the necessary researches, work on developments in the field of defense, along with volunteering.

For its part, the MES stopped cooperation in the field of science and technology with the aggressor country as well as specialized state bodies of countries that supported the armed aggression of the russian federation against Ukraine. Also, relations were abolished as well as all agreements in the scientific and technical sphere were terminated.

I am grateful to every scientist for an important contribution to the present and future of our Ukraine. Let’s hold on! We are strong! We are Ukraine!” – thanked Minister Serhii Shkarlet.

The President of the National Academy of Sciences of Ukraine, Anatolii Zahorodnii, also addressed the participants of the event with a welcoming speech, and noted that today the Academy’s scientists are focusing on research and development related to the state’s defense capability and security, as well as debunking the propaganda of the russian federation, volunteering, etc.

“Science in wartime focuses on the main thing – innovative and technological development for victory and restoration of Ukraine. Therefore, the attention of the scientific community is focused on the challenges that science faces in wartime, and our main tasks are to raise public awareness of the role of science and innovation to support the economy during martial law, to encourage national solidarity, in particular business, in the interests of the joint use of scientific achievements by various stakeholders, actualizing the needs of using science achievements for the recovery and development of the Ukraine’s economy, creating conditions and tools for establishing scientific communication within Ukraine and beyond, unifying all scientific researches and developments that were created during the war period (to scale and create a single resource as a means of popularizing science in a difficult period).

On behalf of the Academic Council of the National University “Yuri Kondratyuk Poltava Polytechnic”, I express my great gratitude to the team of the Ministry of Education and Science of Ukraine and personally to the Minister Serhii Mykolaiovych Shkarlet for the incredible efforts and achievements at the international level, which from the first day of the war began to work in support of Ukrainian science.

The achievements and accomplishments of young scientists were also presented during the conference, which is especially pleasing, as young people in science are our future. Long live Ukrainian science! Let science develop for the sake of peace and sustainable development! We believe in the Armed Forces of Ukraine, we work for Victory! Glory to Ukraine!” – commented rector Volodymyr Onyshchenko.

Deputy Minister of Education and Science of Ukraine for European Integration Oleksii Shkuratov reported on the current state and challenges in the field of scientific, technical and innovative activities. He emphasized that the main problem in conducting scientific research is the occupation of scientific institutions and educational institutions by russian invaders, temporary relocation of scientists, limited access to equipment, loss of scientific information, etc. In particular, 68 scientific institutions were partially damaged, 2 were completely destroyed, there is no information about the condition of 9 such institutions located in the occupied territory. About 15% of the higher education institutions and scientific institutions research infrastructure was also damaged.

The Executive Director of the National Research Fund of Ukraine Olha Polotska spoke about the challenges and achievements during the war, presented the prospects that are now open to our scientists, as well as the prospects for carrying out research financed by the Fund.

Acting head of the expert group on innovation development of the Ministry of Education and Science Oksana Krukevych informed about the work of the “Science and Business” platform. It is an online platform for communication and effective interaction of representatives of the business and scientific community, which started its work on February 1, 2022. During the platform’s operation, 541 users joined it, as well as 20 proposals for the implementation of scientific researches were received.

Hryhorii Mozolevych, head of the expert group on integration into the European Research Space of the Ministry of Education and Science, spoke about the introduction of the vector of integration of Ukrainian scientists into the European Research Space.

Head of the Council of Young Scientists at the MES Olesia Vashchuk presented new opportunities for young scientists in wartime conditions.

During the meeting of the Academic Council on the occasion of the Science Day, Poltava Polytechnic signed a cooperation agreement with NSC “Hon. Prof. M.S. Bokarius Forensic Science Institute”.
