On June 18, National University “Yuri Kondratyuk Poltava Polytechnic” held the 4th All-Ukrainian Scientific and Practical Online Conference With International Participants “Organizational and Legal Aspects of Public Administration in Ukraine”.

More than 100 people became participants of the conference, among them were 21 Doctors of Sciences, 13 PhDs, 27 government representatives, 7 post-graduates, 49 students and graduates. Representatives of different countries, such as Azerbaijan, Georgia, Poland, Croatia, Bulgaria joined the conference, as well as scientists from different regions of Ukraine, such as Dnipropetrovsk, Donetsk, Kyiv, Zaporizhzhia, Sumy, Odesa, Ternopil, Kharkiv, Kherson, Cherkasy, Chernihiv regions.

The partners and co-organizers of the All-Ukrainian Conference with International Participants are as follows:

  • Wroclaw University of Economics (Poland);
  • Latvian School of Public Administration (Latvia);
  • Dnipropetrovsk Regional Institute for Public Administration of National Academy of Public Administration under the President of Ukraine;
  • National University “Chernihiv Polytechnic”;
  • Ternopil National Economic University;
  • Kherson National Technical University;
  • Bohdan Khmelnytskyi Cherkasy National University.

The conference was opened by the Vice-Rector for Scientific and International Affairs Svitlana Sivitska. She greeted the participants on behalf of the Rector of National University “Yuri Kondratyuk Poltava Polytechnic” Volodymyr Onyshchenko, “Every year, the conference gathers more and more scientists and specialists who study the relevant problems of today to share experience. For nine years, the university has been training Master’s degree receivers in Public Administration and Law, and our graduates successfully work in state government and local government bodies.”

The plenary meeting was continued by the Director of Education and Research Institute of Finance, Economics and Management (ERIFEM) Iryna Chernysh, “Diverse participants from many regions of Ukraine, who presented their reports, and the great contribution of young scientists allow to cover all the relevant problems, systematize and review all the possible measures to solve them.”

“Poltava Regional Center of Further Education is always glad to cooperate with all the institutions, partners, teachers who are working for the development of our country today,” noticed the Director of Poltava Regional Center of Retraining and Further Education of Workers of State Government Bodies, Local Government Bodies, State Companies, Establishments and Organizations Nataliia Osypenko.

Oksana Atamaniuk, the Head of the National Service of Mediation and Conciliation (Poltava regional division) emphasized the importance of cooperation between the organizations for students, “The Division of National Service of Mediation and Conciliation in Poltava region has been cooperating with Yuri Kondratyuk Poltava Polytechnic for many years, that is why it is very important that together we can tell students about the allowed non-court ways of solving conflicts in working teams because all of them are future administration workers and leaders.”

The General Secretary of Interregional Department of National State Service in Poltava and Kirovohrad regions Roman Kholodkov also participated in the conference.

“We are very thankful to Poltava Polytechnic for cooperation and wish them successes in the scientific event. I am sure that high professional level of the participants of the conference will make for the formation of a single strategic approach to building efficient state mechanisms, local government bodies, state companies, establishments and organizations,” the specialist said.

Greetings and reports were presented by Nataliia Rynhach (Doctor of Public Administration, Senior Research Fellow at the Institute of Demography and Social Research Named After M. V. Ptukha of National Academy of Sciences of Ukraine), Ivanka Bankova (Professor of the Department of Administration and Management of Varna Free University), Dariusz Pawliszczy (Doctor of Economics, Mayor of gmina Gromadka, Poland), Oleksii Obolenskyi (Doctor of Economics, Professor at Kyiv National Economic University Named After Vadym Hetman), Piotr Paskowski (Advisor of City Council of Jelenia Gora, Poland), Olha Rudenko (Doctor of Public Administration, Professor at the Department of Public Administration and Organization Management of National University “Chernihiv Polytechnic”), Vitalii Tolubyak (Doctor of Public Administration, Associate Professor at the Department of Management and Public Administration of Ternopil National Economic University), Anna Chechel (Doctor of Economics, Associate Professor of Donetsk State University of Management), Mykola Lakhyzha (Doctor of Public Administration, Professor of the Institute of Personnel Training of State Employment Service of Ukraine).

After that, the All-Ukrainian Scientific and Practical Online Conference proceeded to sectional meetings. The main topics of the conference were the theoretic, organizational and legal aspects of public administration modernization, the development problems and reform perspectives of local self-government system, the provision of further education and leadership formation in state service, the financial and economic aspects of the development of the country.

The moderator of the event was Doctor of Economics, Professor at the Department of Public Administration and Law Volodymyr Hryshko.

In conclusion, the scientists generalized the achievements of national and foreign specialists in exercising public administration and developed suggestions for its improvement.
