The University Scientists Participated in the Public Discussion of the Amendments to the National Construction Regulations

On April 28, the public discussion of Amendment No. 1 to DBN (National Construction Regulations) B.2.3-5:2018 “Streets and Roads of Settlements” initiated by the “DerzhdorNDI” SE (State Enterprise “M. P. Shulgin State Road Research Institute”) was held.

DBN B.2.3-5.2018 “Streets and Roads of Settlements” is the main regulation to standardize design, building process, work-overs and reconstruction of the streets and roads of populated areas.

The academic staff of Education and Research Institute of Architecture and Construction, the representatives of the Department of Highways, Geodesy, Land Management and Rural Buildings - PhD in Engineering, Professor Tetiana Lytvynenko, PhD in Engineering, Associate Professor Volodymyr Ilchenko, and of the Department of Architecture and Urban Construction - PhD in Engineering, Associate Professor Nataliia Mahas, PhD in Engineering, Associate Professor Alina Zyhun, made suggestions on how to improve the regulative documentation after analyzing the contents of the document and the Amendment Draft No. 1. In particular, they suggested to introduce the principles of inclusiveness at the system of streets and roads. The suggestions were sent to the specialists of “DerzhdorNDI” SE, who invited the university scientists to join the public discussion.

The online conference lasted more than two hours with more than 50 participants interested in improving the regulations in the road construction. The suggestions submitted by interested specialists and communities beforehand were discussed during the conference. They concerned the following:

  • - providing better side visibility at intersections;
  • - obligatory arrangement of tactile indicators;
  • - arrangement of safe pedestrian crossings;
  • - types of car parking;
  • - designed axle loading;
  • - cross section profile optimization;
  • - specification of requirements for rainwater drainage gratings;
  • - arrangement of possible types of pedestrian barriers;
  • - adjustment of possible pavement materials, including those for cycle lanes;
  • - constructive separation of the cycle lane;
  • - ensuring pedestrian safety in case of sidewalks absence;
  • - arrangement of options for pulls-in;
  • - ways of ensuring the safety of passengers at public transportation stops;
  • - optimization of pedestrian sidewalks and so on.

Our goal is to include as many modern design solutions as possible, which are used in the leading world countries,” the administration of the State Enterprise “M. P. Shulgin State Road Research Institute” commented.
