On May 27, Dariusz Pawliszczy’s open online lecture about the organization of municipal government in Poland was held, during which the lecturer shared successful cases of development of his commune.

For many years, the university has been providing education and further courses for state officers and specialists of local government bodies.

Within the cooperation of National University “Yuri Kondratyuk Poltava Polytechnic” and Wroclaw University of Economics and Business, the head of commune Gromadka, Bolesławiec County, Lower Silesian Voivodeship (Poland) Dr. Dariusz Pawliszczy delivered an open online lecture, during which the peculiarities of municipal government organization in Poland were discussed with the example of a certain rural commune. The commune houses a large Ukrainian diaspora, and Dr. Dariusz Pawliszczy has Ukrainian roots too - his grandfather and grand-grandfather were from Ukraine and migrated to Poland after the World War II.

This was the first lecture of the planned course within the Public Policy subject for the students of Education and Research Institute of Finance, Economics and Management (ERIFEM) of Poltava Polytechnic.

“Our university has a 90-year history of educating highly professional specialists and more than 200 hundred years of educational traditions. National University “Yuri Kondratyuk Poltava Polytechnic” is a fundamental higher education institution which has good relationships with many international partners. Now we are holding an online broadcast from the Ukrainian-Polish language center, and after the lockdown is over we will be glad to welcome you in our university,” Iryna Chernysh, the Director of the ERIFEM of National University “Yuri Kondratyuk Poltava Polytechnic”, Doctor of Economics, greeted the participants and Polish partners, wishing successes in scientific and educational cooperation.

The event was moderated by PhD in Public Administration, Associate Professor of the Department of Public Administration and Law of Yuri Kondratyuk Poltava Polytechnic Inna Kulchii.

Among the invited speakers were Professor of Wroclaw University of Economics and Business Anetta Zelinska, Doctor of Public Administration from Ternopil Ivan Puluj National Technical University Vitalii Tolubiak, the teachers of the Department of Public Administration and Law of Yuri Kondratyuk Poltava Polytechnic, Doctor of Public Administration, Professor Mykola Lakhyzha and Doctor of Law, Associate Professor Volodymyr Bozhko, the Polish language teacher, the Head pf the Department of General Linguistics and Foreign Languages, PhD in Philology, Associate Professor Alla Bolotnikova.

More than 50 participants joined the event, the academic staff, the students of speciality No. 281 Public Administration, and everyone interested in the problems of state and municipal management.

“We are thankful to our Polish colleagues, in particular, to Dr. Dariusz Pawliszczy, who so kindly agreed to deliver a lecture for the students of the Public Administration speciality and all the partners who joined us. It is extremely important for the future specialists to receive practical administrating experience. Today, Ukraine continues reforms in decentralization, the goal of which is to create a powerful system of local self-government and form effective territorial communities. Providing education of local government specialist for Poltava region, holding scientific research in this field, we, scientists and practicing specialists, value the experience of other regions of Ukraine and are interested in the experience of neighboring countries,” Inna Kulchii emphasized.

The speakers shared important administrating cases on attracting foreign investments for the rural community development, stressing the importance of the international experience for every European state. Among the key messages were the answers to the following questions: How to ensure the economical and social development of the community in a strongly competitive environment? How to attract investments to the commune? What is the role of a leader in the realization of the municipal management technologies?

“For the Polish communities, the entrance to the European Union gave the possibility to develop. Our community has a lot of problems which we are solving now rather successfully, such as playground construction, designing parks and squares, redesigning communal and housing facilities, developing the sport infrastructure, creating the employment possibilities for youth, organizing internships abroad and leisure for the Ukrainian students. Thanks to the European investments we have found money for street lights, road repair works, communal service work setting,” Dr. Dariusz Pawliszczy said.

Great attention is paid to the cultural development of the community. Every year, multicultural festivals are held, events for meeting the national cultures of France, Belgium, Central Poland, the Czech Republic, Germany are organized.

“Celebrating Christmas is a very special event for us. We gather at one table, sing Ukrainian, Polish, Czech carols, cook national dishes. The most popular holidays of Gromadka are the Evening of Cross Culture, Municipal Holiday of Harvest, Heather Holiday, Ukrainian Culture Day, when the traditional songs are heard, vyshyvankas are popularized and Taras Shevchenko’s poetry is read aloud. We are a friendly international family, so we have to respect the culture and traditions of different people,” Dr. Dariusz Pawliszczy is sure.

The mayor personally initiated to create the Cultural Center and to open the University for Seniors, which became the solution of the long-lasting social problem of including middle-aged and senior people in the community life. The speaker described his own view on the further development of Ukraine in the international field, “Ukraine has to learn by good examples of those countries which have already achieved success. You have great grounds for becoming a successful European state, such as the benign black earth, smart and talented people, powerful ancient culture and incredible will to live like the Europeans.”

In conclusion, the lecturer answered the questions of the participants of the event.

The scientists invited everyone to join the 7th All-Ukrainian Scientific and Practical Conference with International Participants “Organizational and Juridical Aspects of Public Administration” which is held on June, 18, at National University “Yuri Kondratyuk Poltava Polytechnic”. Professionals of public administration and law will share their experience in solving the organizational and juridical problems of the field.
