Minister of Education and Science presents important changes in the mechanism of the admission campaign

"The Ministry of Education and Science of Ukraine and the heads of higher education institutions are constantly working to ensure safe and equal conditions for all this year's entrants. We must preserve and increase scientific and educational potential.

I took part in today's sitting of the Presidium of the Union of Rectors of Higher Education Institutions of Ukraine with the participation of the Minister of Education and Science of Ukraine Serhii Shkarlet.

The Minister highlighted the peculiarities of the admission campaign to higher education institutions of Ukraine in 2022. The admission campaign is scheduled for July 2022 and will take place in several stages:

  • the first stage – July-August,
  • the second stage – September,
  • the third stage – October (if necessary).

Creative competitions, the National Multi-Subject Test and motivation letters from entrants will be important tools, as it is practiced at leading European universities.

Today, the Ministry of Education and Science of Ukraine together with the Ministry of Economy of Ukraine is developing indicators of state procurement volumes in order to preserve the total volume of at least last year’s rate. Priority is given to high-tech specialties and cooperation with businesses to restore the economy in the postwar period. Benefits for defenders are also provided.

In particular, to enter the bachelor's degree on the basis of complete general secondary education in specialties with a creative competition, such as 191 Architecture and Urban Planning, 023 Fine Arts, 017 Physical Culture and Sports will only need to pass a creative competition at the university to enter study both by state order and on a contractual basis.

For other specialties for the places of the state order, it is necessary to pass the National Multi-Subject Test.

The national multi-subject test will consist of test tasks in the Ukrainian language, mathematics and history of Ukraine. Testing will be carried out remotely using Internet communication tools.

To enter the bachelor's degree on a contractual basis in the specialty 035 Philology (except the Ukrainian and Crimean Tatar languages and literature, folklore) and specialties of the fields of knowledge 05 Social and Behavioral Sciences, 06 Journalism, 07 Management and Administration, 08 Law, 22 Health, 24 Service Sector, 28 Public Governance and Administration, 29 International Relations also requires the National Multi-Subject Test.

For all other specialties – it is enough to send a motivation letter of a desire to study at the university in the relevant specialty, i.e. the National Multi-Subject Test is not required.

To enter the bachelor's degree on the basis of the obtained educational level "Junior Specialist" or "Professional Junior Bachelor" both at the state order and on a contractual basis, it has to be provided either two subject assessments of ZNO for 2019-2021 or pass the National Multi-Subject Test 2022.

Admission to the master's program is also simplified. In the specialties 08 Law and 293 International Law for places of state order or on a contractual basis it is necessary to pass the Master's Comprehensive Exam (in a foreign language and law), and in the specialties 05 Social and Behavioral Sciences, 06 Journalism, 07 Management and Administration, 28 Public Governance and Administration, 29 International Relations (except International Law) both for the place of state order and on a contractual basis must pass the Examination of Competencies in Master's Degree (in professional disciplines).

For all other specialties for the places of state order, it is necessary to pass a professional exam at the university, and when entering on a contractual basis, it only needs to send a motivation letter.

Admission to colleges to study by state order will be based on an oral interview, and on a contract basis – by sending letters of motivation.

Submission of documents to universities, motivation letters, and passing professional tests will be carried out using digital communication technologies.

According to the Minister, such temporary measures will enable everyone to enter Ukrainian universities on equal terms and get higher education.

And professional personnel in high-tech specialties are vital for the reconstruction of Ukraine!

Everything will be Ukraine!"
