THE “RECOVERY OF UKRAINE’S HOUSING AND CONSTRUCTION ECOSYSTEM” PROGRAMME – A STEP TOWARDS POST-WAR RECONSTRUCTION AND DEVELOPMENT

Training for representatives of state authorities and local self-government bodies of the region was held at National University “Yuri Kondratyuk Poltava Polytechnic” within the framework of the “Recovery of Ukraine’s Housing and Construction Ecosystem” programme. Participants of the educational initiative addressed key factors, features and prospects for creating institutional prerequisites for the reconstruction of Ukraine’s housing and construction sector.

THE “RECOVERY OF UKRAINE’S HOUSING AND CONSTRUCTION ECOSYSTEM” PROGRAMME – A STEP TOWARDS POST-WAR RECONSTRUCTION AND DEVELOPMENT

The training was organised by the Institute of Housing in cooperation with People in Need Ukraine within the large-scale project “On the Path to Inclusive and Sustainable Urban Recovery in Ukraine”, implemented by the United Nations Human Settlements Programme (UN-Habitat) and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

The purpose of the training was to develop competencies and skills necessary for balanced territorial development, recovery and reconstruction of destroyed villages, settlements and cities, taking into account the specific economic conditions of wartime and post-war periods in frontline, near-frontline and rear regions. The training involved Vadim Vadimov, Director of the Educational and Research Institute of Architecture, Civil Engineering and Land Management, Doctor of Architecture, Professor, Honoured Architect of Ukraine.

Project participants – representatives of state authorities and local self-government bodies of the Poltava region – thoroughly examined the full life cycle of real estate, from rational territorial planning to security solutions. The focus areas included urban studies, construction, housing stock management, social and affordable housing, energy efficiency, as well as aspects related to financing.

As a result of completing the programme, all participants acquired professional knowledge of sustainable territorial development during urban recovery, became familiar with the effective implementation of urban planning and housing legislation in fulfilment of obligations regarding its alignment and harmonisation with EU requirements.

Among the acquired skills are solving complex tasks in strategic planning, developing urban planning documentation, restoring destroyed or damaged infrastructure, managing funds at both central and local levels, improving control and transparency in the management of reconstruction and national development projects.

The strong interest in the initiative and active cooperation of the international, national and regional communities once again confirmed the willingness and readiness of all stakeholders to contribute to sustainable post-war recovery, large-scale reconstruction and the rapid advancement of Ukraine.
