“Side by Side”: Poltava Polytechnic scientists join the reconstruction project in the Kherson region

Scientists of the Educational and Research Institute of Architecture, Civil Engineering and Land Management of the Poltava Polytechnic – Doctor of Technical Sciences, Associate Professor of the Department of Roads, Geodesy and Land Management Anton Hasenko and Candidate of Technical Sciences, Associate Professor of the Department of Construction and Civil Engineering Oleh Yurin joined the team of specialists formed by the Poltava Polytechnic for the project “Side by Side”.

Poltava region participates in the “Side by Side”" project and restores two settlements of the Kherson region – Chkalove of Oleksandrivka community and Pravdyne of Bilozerka community. According to the head of the Poltava Regional Military Administration, Dmytro Lunin, 50 million hryvnias will be allocated from the budget of the Poltava region for the restoration of two de-occupied villages of the Kherson region.

In addition to assistance with resources, in accordance with the mandate of the Ministry of Community Development, Territories and Infrastructure of Ukraine dated 21.06.2023 No. 5409/30/14-23 and in accordance with the Decree of the Cabinet of Ministers of Ukraine dated June 16, 2023 No. 609 “Some issues of liquidation of the consequences of the armed aggression of the Russian Federation caused by the explosion of the dam of the Kakhovka hydroelectric plant in the Kherson region” highly qualified experts from the Poltava region carry out a thorough examination of the damaged buildings and determine the degree of their destruction. The Department of Construction, Urban Planning and Architecture, Housing and Communal Economy and Energy of the Poltava region created a special commission to record the fact of damage/destruction of residential real estate. Scientists of the Educational and Research Institute of Architecture, Civil Engineering and Land Management of the National University “Yuri Kondratyuk Poltava Polytechnic” – Doctor of Technical Sciences, Associate Professor of the Department of Roads, Geodesy and Land Management Anton Hasenko and Candidate of Technical Sciences, Associate Professor of the Department of Construction and Civil Engineering Oleh Yurin were invited to join the commission, going to Kherson and, together with colleagues from the communities of Poltava region, examined the damaged and destroyed buildings in the city.

“Specialists from architecture departments who work in local self-government bodies of Poltava region communities joined this work. We went to inspect buildings damaged by flooding caused by russian aggression. The local Centre for the administrative services provision accepted applications from the victims and our team assessed the amount of damage to housing at the indicated addresses. In the region, among private buildings, one-story buildings with load-bearing structures made of shell rock are predominant. Cobs with wooden structures on the roofs were often found. Therefore, the amount of damage is considerable,” – said Doctor of Technical Sciences, Associate Professor of the Department of Roads, Geodesy and Land Management Anton Hasenko.

Specialists drew up defect reports and provided technical reports (checklists) regarding the condition of flooded residential buildings, necessary for determining the total amount of damage caused by the enemy as well as developing new design and estimate documentation.

“Our colleagues returned from a difficult business trip to the Kherson region. They saw with their own eyes what the consequences of shelling in the south of Ukraine and flooding look like after the destruction of the Kakhovka HPP dam.

The team of the National University “Yuri Kondratyuk Poltava Polytechnic” brings Victory closer in all possible ways and, in addition to volunteering, directs its professional skills to overcome the consequences of the war. Authoritative scientific schools are actively working on the issues and challenges caused by a full-scale invasion, and academic workers train engineers and architects, who are highly valued not only in Ukraine, but also far beyond its borders.

I am pleased to note that young scientists are actively working as experts and take a very responsible approach to the needs of reconstruction. Most recently, the scientist Anton Vasylovych Hasenko successfully defended his doctoral dissertation, dedicated to the issues of modern construction, in which particular attention was paid to urgent recovery measures after military operations, work on public and industrial infrastructure facilities. Therefore, we support the initiative of the Poltava RMA and the state project in which the community helps the community. Science serves the reconstruction of Ukraine!” – commented the rector, Professor Volodymyr Onyshchenko.

In general, 15 regions are involved in the project, which help the communities of 26 settlements of the Kherson region to rebuild damaged housing and social facilities.

Previously, a Polytechnic scientist successfully defended his doctoral thesis for the degree of Doctor of Technical Sciences, scientists determined the priorities and issues of rebuilding the destroyed infrastructure, a construction student presented the young people of the Polytechnic with the possibilities of the volunteer movement “Building Ukraine Together”, and in the energy sector, the university fills the content of the signed Memorandum with JSC “UkrTransNafta” with real practical cases.

It should be recalled that the Poltava Polytechnic became the most popular Poltava university among applicants.
